1 REQUEST FOR PROPOSALS Title Cmmunity Engagement Manager fr the TechNet-21.rg website Cntract type Agreement fr Perfrmance f Wrk (APW) with the Wrld Health Organizatin (WHO) Duratin 9 mnths Start date 1 April 2018 Objective The purpse f the APW is t increase the quantity and value f cmmunity engagement n the TechNet-21 website, wrking with partners and the cmmunity itself t deliver new and imprved features and services. The psitin includes website mderatin and supprt, cntent management, lcalisatin management, and scial media management respnsibilities. Backgrund The missin f the WHO Department f Immunizatin, Vaccines and Bilgicals (IVB) is t wrk twards a wrld in which all peple are vaccinated against vaccine preventable diseases. The verall wrk f the department is distributed in three main areas: 1. Initiative Vaccine Research Team (IVR) that prvides leadership n the research activities t develp new r imprve vaccines against diseases f public health imprtance and t facilitate their intrductin and use. 2. Immunizatin plicy that prvides guidance and nrms fr vaccine rll-ut 3. The Expanded Prgramme n Immunizatin Team (EPI) aimed at maximizing access t high quality immunizatin services, strengthen surveillance systems, and establishes links t ther interventins. Staff in the EPI team are rganized int fur grups Glbal Infrmatin Management Systems, Immunizatin Delivery and Operatins, Plicy and Strategies, and Supply Technlgies and Financing. This psitin sits within the Supply, Technlgies and Financing Grup which has respnsibility fr supply chain and lgistics and financing. Immunizatin supply chain and lgistic systems (ISCL) are critical t immunizatin services t ensure the availability f apprpriate equipment and an adequate supply f high-quality vaccines and immunizatin-related materials t all levels f the prgramme. WHO supprts Member States in

2 strengthening natinal ISCLs that serve as the backbne f rutine delivery systems fr the Expanded Prgramme n Immunizatin (EPI), as well as t facilitate the preparatin fr new vaccine intrductin. The website enables immunizatin prfessinals t learn abut and discuss the latest develpments in immunizatin. The website ffers the fllwing tls: Frum a place fr users t share experiences, crdinate activities, and discuss recent develpments in immunizatin. News infrmatin n the latest immunizatin news, new jb and prpsal listings, and an immunizatin events diary. Resurces a variety f immunizatin-related resurces, including a library f jurnal articles, phtgraphs, vides, useful links and tls. Reviews where members can submit reviews f WHO Perfrmance, Quality and Safety (PQS)-prequalified prducts, and read the reviews f thers members. Netwrk an area fr clleagues t cnnect with thers in the TechNet cmmunity. The cntractual partner will wrk t increase cmmunity engagement n the TechNet-21 website by actively engaging with the cmmunity t prvide a website f even greater relevance and richness t its users. Main tasks and respnsibilities The cntractual partner is expected t perfrm the fllwing administrative duties. In partnership with the TechNet website manager, wrk t increase cmmunity engagement: Devise and implement methds t increase cmmunity engagement n the website Establish and strengthen relatinships/partnerships with key rganisatins and individuals in immunizatin Cnnect with cmmunity members t ensure cntinued and ptimal engagement n the website. Initiate, plan, prmte and implement mderated discussins n the TechNet-21 frum Identify ht tpics and cnnect with subject-matter experts t secure their participatin Oversee and direct mderated discussins t ensure they are vibrant, ppular, and f use t the cmmunity Rll-ut TechNet Blgs, a space fr thught-leaders t share their thughts directly with the cmmunity Wrk with grup administratrs t imprve the relevance and value f grups t the cmmunity Increased cmmunity engagement can be measured by: increased number f new frum psts and replies; increased activity in TechNet grups; increased number f visitrs t the TechNet-21 website. 3 Mderate all new registratins n the TechNet-21 website Mderate all new psts n the TechNet-21 frum Trublesht user prblems and wrk with the TechNet administratr t reslve them prmptly Respnd prmptly t all s sent t the TechNet Mderatr Prvide cntent management Ensure frum psts are crrectly categrised, tagged and linked Manage entries in the TechNet Resurce Library (practively scur repsitries f glbal partners t lcate new resurces t add t the TRL, and ensure that all existing resurces are crrectly entered int the TRL) Manage entries in the Vide and Pht Library Pst immunizatin news articles (apprx. 1 per day) Pst immunizatin jbs articles (apprx. 1 per day) Manage the French-language versin f the TechNet-21 website Ensure all static cntent has been translated Manage TechNet-21 scial media channels Prmte website cntent using scial media (Twitter, YuTube, Facebk, LinkedIn, Flickr) Prmte the visibility f the TechNet website by engaging and cllabrating with partner websites and rganisatins (IAPHL, PTD, etc.) In partnership with the with the TechNet website manager, cmplete the draft TechNet Cnference 2017 Reprt The cntract is fr the equivalent f 8 wrking days a mnth (2 days a week) t be perfrmed n a flexible basis. Skills and Experience Excellent knwledge f immunizatin tpics (in particular supply chain and lgistics) and key partners in glbal health (Gavi, UNICEF, WHO, AMP, JSI, PATH, Gates Fundatin) At least five years wrking with internatinal rganizatins, ideally within the field f immunizatin Online cmmunity management experience, including in scial media and frum mderatin Experience with web cntent management and lcalisatin systems; familiarity with Jmla administratin tls and plug-ins wuld be a bnus Excellent knwledge f English and preferably a gd wrking knwledge f French Deliverables Oversee at least ne mderated discussin per mnth, starting in May 2018 New registratins and frum psts are mderated within a 24-hur perid, and crrectly categrised, tagged, etc., fr ptimal cnsumptin

4 All prblems reprted by users are addressed within 48 hurs (with the assistance f the TechNet administratr, if required) TechNet scial media channels are kept up-t-date, as agreed with the TechNet website manager The Events, News, Jbs, RFPs, Vides, and Phts areas f the TechNet website are kept upt-date Participatin in mnthly meetings at the WHO headquarters ffice in Geneva, Switzerland Mnthly reprt f all wrk cmpleted a summary f all wrk undertaken that mnth In partnership with the with the TechNet website manager, draft SOPs fr Cmmunity Engagement Manager psitin within three mnths f cmmencing wrk Prgress n achieving key deliverables and n the status f the duties described abve will be submitted t the Technical Officer in the Supply, Technlgy, and Finance (STF) Grup each mnth. These prgress reprts will be used t trigger mnthly payments based n satisfactry prgress reprted. WHO reserves the right t cntact bidders subsequent t submissin f prpsals and prir t award fr clarificatins. Revisins may be permitted after submissin f a prpsal, and prir t award. WHO reserves the right t reject any r all prpsals submitted. WHO shall nt be respnsible fr any csts incurred by the agency in preparing, submitting r presenting its prpsal.
