PURPOSE Main reasn why the psitin exists, within what cntext and what the verall end result is. Reprting t the Senir Registrar, Teacher Certificatin (Senir Registrar); the Registrar, Teacher Certificatin (Registrar) is a key member f the team respnsible fr ensuring that educatrs hired in Nunavut meet established certificatin requirements and are certified accrdingly. The incumbent des s by delivering n the mandate tasked t the Teacher Certificatin Registrar unit and by helping t ensure that the Nunavut Educatr Certificatin Service (NECS) is perated in accrdance with the Educatin Act, the Educatin Staff Regulatins, the plicies and prcedures established by the Nunavut Educatr Qualificatin Service (NEQS), and the requirements f the NTA Cllective Agreement. Failure t prvide services delivered by the incumbent may result in: unqualified teachers being awarded certificatin and/r qualified teachers being refused certificatin in Nunavut, emplyment f teachers with suspended r revked certificatin in ther jurisdictins, emplyment f teachers with expired certificatin, errrs related t salary levels, challenges related t hiring and retaining qualified teachers, and / r teacher grievances. The Registrar plays an imprtant rle supprting the Department t successfully deliver its Educatin Prgram and curriculum and ensure that students receive the best pssible training as they prgress thrugh the K-12 educatin system. 3. SCOPE Describe the impact the psitin has n the area in which it wrks, r if it impacts ther departments, the gvernment as a whle, r the public directly r indirectly. Hw des the psitin impact thse grups/individuals, the rganizatin and/r budgets? What is the magnitude f that impact? The Registrar is respnsible fr supprting the Senir Registrar t enable effective and efficient delivery n the mandate tasked t the Teacher Certificatin Registrar unit. In s ding, the incumbent investigates, analyses, and gathers data t assist senir management with making infrmed decisins cncerning the equivalency f territrial, natinal, and internatinal pst-secndary educatin systems, degrees, prgrams and curses; and n a teacher s certificatin status. Each year Nunavut hires a cnsiderable number f new educatrs (e.g., apprximately 100 t 150 new teachers have histrically been hired each year), all f whm must apply fr initial certificatin thrugh the Nunavut Teacher Certificatin unit / Registrar s Office. The incumbent acts n and assists n all certificatin and recertificatin (every ne t five years) related activities fr new and existing teachers. Further t this, he / she assists with (thrugh research and assciated data gathering activities) and helps t infrm the develpment f plicy ptins fr the Nunavut Educatr Qualificatin Service (NEQS), as a way f helping NEQS t keep current with changes t territrial legislatin and / r natinally recmmended prtcls fr certificatin. The Registrar is als respnsible fr assisting with and helping t infrm the educatr salary evaluatin prcess. Each year, the Divisin handles requests fr salary evaluatin / re-evaluatin. The incumbent supprts salary evaluatin prcess by undertaking the data cllectin / research activities required t substantiate each salary evaluatin / re-evaluatin request, assessing findings, and identifying key cnsideratins t assist decisin-makers as they make their determinatins n salary adjustments. The Registrar supprts the Department in the applicatin f its Prject Management Prcess Administrative Directive and participates in Cmmittees (as and when required) that pertain t the activities f the Divisin and / r the Department as a whle. The incumbent ensures that the services and supprts they prvide reflect / are aligned with Inuit Qaujimajatuqangit (IQ) principles. 4. RESPONSIBILITIES Describe majr respnsibilities and target accmplishments expected f the psitin. List the respnsibilities that have the greatest impact n the rganizatin first and describe them in a way that answers why the duties f the psitin are being perfrmed. Fr a supervisry r management psitin, indicate the subrdinate psitin(s) thrugh which bjectives are accmplished. The respnsibilities tasked t this psitin include: Undertaking research t identify the requirements and stipulatins related t the teacher certificatin and salary evaluatin / adjustment prcesses captured in the Educatin Act, applicable legislatin, regulatins, Cllective Agreement(s), the Nunavut Educatr Qualificatin Service plicies and prcedures; Actively mnitring and assessing the activities undertaken as part f the teacher certificatin and salary evaluatin / adjustment prcesses t ensure alignment with established requirements and stipulatin; Undertaking research t benchmark Nunavut s teacher certificatin prcess / apprach relative t industry / jurisdictinal best practices; Assisting with the develpment f plicy ptins t better psitin Nunavut s teacher certificatin and salary adjustment / evaluatin prcesses; Develping plain language guidance explaining the regulatins, plicies, and prcedures fr teacher certificatin t applicants, Principals, Superintendents, Reginal Schl Operatins persnnel, District Educatin Authrities (DEAs), teachers, and thers (e.g., prvincial/territrial jurisdictins) as apprpriate in bth English and Inuktitut; Cntributing t the develpment f Briefing Ntes and reprts as required by the Senir Registrar; Directr, Educatr Develpment; Assistant Deputy Minister, Educatin; Deputy Minister; and thers as apprpriate. Undertaking all research necessary t infrm senir management decisins related t teacher certificatin inclusive f: Researching and interpreting varius pst-secndary educatin systems t ensure that teacher training meets the requirements fr Nunavut teacher certificatin; Determining equivalencies and acceptability f varius pst-secndary credentials; Determining acceptability f prgram cntent and bjectives relative t Nunavut s requirements; Reviewing eligibility fr certificatin in the jurisdictin where initial teacher training was cmpleted; Reviewing eligibility fr certificatin in every jurisdictin where teacher experience was cmpleted; Determining lengths f prgrams and cmpletin dates; Determining authenticity f dcuments (including translatins); Determining eligibility fr certificatin and certificatin type (including nn-certificatin f Page 2

Undertaking all research necessary t infrm senir management decisins related t salary evaluatin / adjustment inclusive f: Identifying certificatin levels f applicants in terms f educatin, teacher training, and experience; Reviewing transcripts, degrees, letters f experience, Recrds f Emplyment, training and ther relevant dcuments; Analyzing research findings and putting frward key cnsideratins t senir management in rder t help with making salary adjustment determinatins; Assembling all necessary supprting dcuments in cases f a salary placement appeal; Drafting ntificatin dcuments related t the status f salary adjustment / evaluatin requests; Updating all necessary recrds, databases, and assciated systems t ensure current infrmatin n salary status is readily available t all thse requiring this infrmatin; Assisting with the preparatin f reprts and psitin papers n changes t teacher salary classificatin plicies and prcedures in rder t facilitate enhanced respnsiveness / efficiencies. Assisting the Senir Registrar with activities related t applicable cmmittees (e.g., NEQS) inclusive f: Participating in meetings as the Divisinal representative as and when needed; Preparing and assembling administrative dcuments (e.g., agendas, infrmatin packages, certificatin remval case files, NEQS activity tracking dcuments, etc.) fr use during meetings; Recrding and filing meeting minutes and tracking meeting actin items; Assembling data and drafting respnses t infrmatin requests. Fluency in Inuktitut wuld be an asset. Equivalences will be cnsidered. WORKING CONDITIONS List the unavidable, externally impsed cnditins under which the wrk must be perfrmed and which create hardship fr the incumbent. Express frequency, duratin and intensity f each ccurrence in measurable time (e.g. every day, tw r three times a week, 5 hurs a day). Physical Demands Indicate the nature f physical demands and the frequency and duratin f ccurrences leading t physical fatigue r physical stress. The incumbent wrks in a nrmal ffice envirnment where mst f their time is spent in a seated psitin using ffice equipment and cmputers. Frm time-t-time, the incumbent may be called upn t lift and mve supplies / material. As such, the incumbent may be predispsed t back fatigue, eyestrain, and / r repetitive stress injury (e.g., Carpal Tunnel Syndrme). Envirnmental Cnditins Indicate the nature f adverse envirnmental cnditins t which the jbhlder is expsed, and the frequency and duratin f expsures. Include cnditins that increase the risk f accident, ill health, r physical discmfrt. The incumbent wrks in a busy ffice area, in a cmpact space, where they are likely t be called upn frequently t interact with clleagues. As such, he / she may have t deal with frequent interruptins. 5 Sensry Demands Indicate the nature f demands n the jbhlder s senses. These demands can be in the frm f making judgements t discern smething thrugh tuch, smell, sight, and/r hearing. It may include cncentrated levels f attentin t details thugh ne r mre f the incumbents senses. A significant amunt f fcus / cncentratin is required t apprpriately deliver n the expectatins tasked t this psitin; the incumbent s wrk demands a high level f accuracy (i.e., when verifying data entry in existing database systems, imputing data int database systems, cmpleting data analysis t enable accurate and infrmed decisin-making, etc.) since the result f their wrk help t infrm key decisins made by senir management. This level f fcus / cncentratin may cntribute eye strain and assciated stress. Mental Demands Indicate cnditins within the jb that may lead t mental r emtinal fatigue that wuld increase the risk f such things as tensin r anxiety. The incumbent must balance multiple demands (e.g., respnding t urgent requests fr infrmatin, managing demands frm irate and frustrated educatrs, etc.) and cmpeting pririties at any given time. This can be stressful / taxing particularly given that the incumbent s wrk must be accurate and delivered within (in sme cases) shrt timelines. 7.
