3 1.0 INTRODUCTION 1.1 Preamble Bauxite is the principal ore of the aluminium. The ore of aluminium is known as bauxite there are two type of ore is available in gujarat. (1) High grade or plant grade bauxite and (2) Low grade or non-plant grade or cement grade bauxite. High grade or plant grade bauxite ore use in production of aluminium by calcinations procedure. Low grade or nonplant grade or cement grade bauxite ore use in cement factories. There are huge market for both grade bauxite ore in india and abroad. 2.0 Executive Summary The mining lease of Palakhada Bauxite Mine over an area of Hect. areas in (Govt.) Survey No. 271 Paiky Village - Palakhada, Taluka - Porbandar, District - Porbandar, State - Gujarat has granted to Indulal C.Vora by Government order No. MCR/ (V-69) CHH dated grant order. Applied for renewal for period of 20 years and the renewal application is pending in Govt. of Gujarat. Renewal application and receipt of application is attached herewith and marked as Annexure-1 The mining scheme has been prepared under Rule 12 (3) of MCDR The mining plan was approved vide letter no. 684(4)(1)/MP-41/ GNRUDP date if there will be only change in name and address of the lessee during the pending of the approval it should be informed promptly. As per the statuary obligation this project needs environmental clearance from department of Environment and forest dept. ( GPCB) Gujarat. For grant of lease and to start quarrying operations (production) Accordingly project proponent has submitted form 1, prefeasibility report and copy of Approval letter from department of mines and geology Gujarat, to the central level environmental assessment 3
4 authority of india constituted by MOEF, GOI for issuing environmental clearance, as per EIA, September notification. 3.0 Introduction of the Project/Background information : 3.1 Name of the existing unit : Indulal C.Vora Registered Office : Indulal C.Vora C/o. Dist : Porbandar (Gujarat) 3.2 Brief description of nature of the project : It is a Bauxite mining lease; it contains Bauxite ore which is used in production of aluminium and also in cement industries. The method of mining & mineral processing operations :- The lessee is mining bauxite since 1982 by manual open cast mining method. The method of mining is almost the same as followed in other bauxite mine. With the nature of deposit bauxite horizon is present on surface. The bauxite zone having thickness of 6.0m. 4
5 Earlier mining work has been done in the lease area by manual open cast mining method by forming five benches. One for soil and four bauxite mineral and by engaging manual workers. Soil is removed first and than bauxite is excavated. Bauxite is soft in nature and required no drilling and blasting. Material after manual sorting is being loaded in trucks. Part of the mining lease area is under working pit, in the proposed mining scheme mining will be started from south end of the working pit. In the proposed mining scheme no development work is proposed. The generated waste will be stacked for backfilling. Bauxite will be produced by forming two benches of each 1.5 m height. Reason for Closure :- This is existing mining lease allotted for 20 years and further more period of 20 years if renewed. The mine has not reached the stage where proper planning of closure may be formulated and planned. As such, the project presently involves Progressive Mine Closure Plan only for the compliance of the rule. The mined will be closed only due to exhaust of mineral bauxite from the area. Status of Lessee :- Lessee is an individual. 3.3 Demand - Supply Gap : Very good demand in Gujarat and other states and abroad also. 3.4 Imports vs. Indigenous Production : --N.A Export Possibility : Export of the bauxite is Prohibited by state govt. only package of small quantity license are given by govt. for export and govt. is going to establish a new policy for export of bauxite. At present time the available quality of bauxite is low grade and is useful in cement plant only. So there is no question of export. 5
6 3.6 Domestic / Export Markets : There is lot of Domestic demand due to high demand of cement in infrastructures, constructions and road construction. High demand of aluminium is there, world wise. Bauxite is a raw material of aluminium, so there is domestic demand as well as abroad demand. 3.7 Employment Generation (Direct and Indirect) due to the project : The lessee is having other mining leases in this area and has employment quite a number of qualified mining engineers and a surveyor who are already in charge of these working. 4.0 Project Description : 4.1 Type of project including interlinked and interdependent project if any : The mining of Bauxite is carried out by opencast manual mining method. No other material is interlinked with this mining work as the project is mineral specific. 4.2 Location (map showing general location, specific location and project boundary & project site layout) with co-ordinates : Location map of the Project is attached herewith (Google image) The geographical location of the project is as follows : 6

8 The geographical location of the project is as follows : Latitude (N) 21 46'36.55"N Longitude (E) 69 29'47.30"E 4.3 Details of alternate sites, considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted : The area of this site is only Ha. so there is no significant impact on environment. 4.4 Size or magnitude of operation : "B" category manual mining project. In this area the Bauxite occurs in form of bed. The mineral reserves have been estimated by plan area method. Based on the experience and the estimated reserves have been classified in to proved, probable & possible reserves The plan area has been calculated from the surface geological plan. The average plan area has been multiplied by thickness of mineral and then multiplied by the bulk density. Mineral Reserve :- Indicate the mineral reserves available category wise as estimated in last mining plan/mining scheme approved :- Two types of bauxites are observed in the area. One is ash grey or pinkish grey colour, nodular or boulder in nature and the other fawn grey or raddish brown, earthy massive and a showing features and habits similar to ferruginous laterites. Thickness of bauxite zone is about 6.0 m including powder bauxite and part of siliceous bauxite. The entire bauxite zone is of low grade. Nature and type of Deposit :- 8
9 The bauxite deposit is found from the upper level or from the surface of area. There is no soil cover in the from of nodules, grits & small boulders interbinded with laterite soil. It is a low grade laterite bauxite found in beeded form. In the lease area following formations are exposed :- Fourmation Thickness (1) Top Soil 0.60 m (2) Bauxite 5.50 m Lithomergic Clay -- The chemical analysis of the bulk of the samples have shown that the bauxite is of low grade analyzing about Al 2 O 3 upto 35 % and high grade analyzing about Al 2 O 3 > 50%. The recovery of bauxite is considered as 90% on the basis of experience gained by the lessee. 4.5 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. is given below: The bauxite deposit in the area proposed for mining occurs on the surface area. Manual opencast mining with the help of hammer is suitable for mining of such type of deposits. Bauxite ore will be excavated by manual open cast method. Besides above, one low headwater pump will be also utilized for dewatering of working pits if necessary. During mining scheme period no. additional land will be degraded mining will be carried out at pit bottom. The rest part of degraded land will be used as water reservoir. In this strip bauxite present over a average thickness of 6.0 M will be removed by two benches of 3.0 m each. 9

Mode of transport of raw materials And finished products : N.A. 4.7 Resource optimization / recycling and reuse envisaged in the project. If any, should be briefly outlined : Resources are exploited optimistically, waste dumps will be reused for backfilling. 4.8 Availability of water its source, Energy/power requirement and source should be given : Water to prevent dust pollution and domestic consumption is about 5.00 KLD/day and the source is open well and tanker supply, no energy/power is required. The village nearby Palakhda is well electrified. 4.9 Quantity of wastes to generated (liquid and solid) and scheme for their Management/disposal : 10
11 As per the approved mining plan solid waste is to be stored and reused for pit filling. There is no liquid wastes generation Schematic representations of the feasibility drawing which give information of EIA purpose : According to MOEF mining project containing area 50 Ha. are considered in category B 2. Schematic representations of the feasibility is as under. 5.0 Site Analysis : 5.1 Connectivity : Project Concept and Site selection Form 1 pre-feasibility project report with proposed TOR to MOEF (EAC) Scoping by SEAC (site visit by sub group of SEAC, if necessary Category B 2 - EIA not required Appraisal and recommended by SEAC Approval by SEIAA Display on the SPCB/UTPCC website & project proponent website The mining lease area is about 1.76 km from village Palakhada approachable only by a tar road. The lease area is situated on Porbandar Road. Palakhada can be approached from Porbandar. Porbandar is located state highway no. 6 Porbandar is about km from lease area. Normally, the people around these parts avail autorickshaw, buses (transporting ore) for reaching Porbandar. The nearest railway station is Porbandar which is about km from Palakhada The location map saws the connectivity and periphery around lease area. Map is as under. 5.2 Land Form - Land use and land Ownership : 11
12 The lease area is Govt. Land and non forest land and is granted for 20 years and applied for renewal further 20 years. 5.3 Topography (Google image) : The lease area is in irregular shape. Does no pit. The lease are separate from each other. 12

14 Although cultivation is being done of lease hold area, it is part of government waste land but it is illegally under possession to the local villagers. Bajara and jawar are the main crops of the region, which are grown on the cultivable land in the area. There is no river or nalla within the lease area. The rainy water flows the natural slope of the area. In general the area having slope in eastern direction. Rainy water of region ultimately goes into Arabian sea. There no river or nalla with in the lease area. No permanent nalla is passing in the area, rainwater flow south direction. However in general water flow in south direction. The temperature reaches upto 40 C during summer and minimum upto 12 C in the winter. The av. Rainfall of the region is 400 mm per year. Except small bushes no major tree can be seen in the area. There is no reserve or protected forest in the area. There is no village within lease area. 5.4 Existing land use pattern (agriculture, non -agriculture, forest, water bodies including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given: Existing Land use pattern :- Agriculture lands and Govt. Land lands cover the terrain surrounding ML area. Apart from this quite a number of mining leases are also found all around the ML. The ML area itself is confined to a government waste land very little part of the area has been mined out and mining is continuing from the existing quarry faces. Few plant are present in the area. Few bushes locally known as Ganda baval are seen. 5.5 Existing infrastructure : 1 Nearest railway station at Porbandar is about km from site. 2 State Highway No. 6 is about 2.08 km from the lease area. 14
15 3 NH No. 8E is about 2.08 km from the lease area. 4 Palakhda Bus Station is about 1.76 km from the lease area. 5.6 Soil classification : The area around Palakhada,Keshav,Visavada,Sakhpur village exposes bauxite as segregated pocket within laterite or horizontal bedded bauxite deposits with in laterite or altered clay. The other rock type exposed in the region are trap rocks, limestone and lithomergic clays. The limestone belonging to Gaj beds series is overlying the laterites. The sequence of formation ranges from early Eocene to recent in age. 5.7 Climatic data from secondary sources : Porbandar has a tropical climate. In winter there is much more rainfall in Jamnagar than in summer. According to Köppen and Geiger climate is classified as As. The average annual temperature in Porbandar is 26.1 C. The average annual rainfall is 487 mm. 5.8 Social Infrastructure available : The existing project is located at Village : Palakhada, Taluka : Porbandar. Dist : Porbandar. No big Social Infrastructure available except mentioned under. Primary School at Palakhada Govt. Arts. College Porbandar Govt. Polytechnic Porbandar Civil Hospital Porbandar 1.76 km km km km 6.0 Planning Brief : 6.1 Planning Concept (type of industries, facilities, transportation etc.) Town and country planning development authority classification : No industries and town planning programmers in the proposed area. 6.2 Population projection : No Human settlements near project area. 6.3 Land use planning (breakup along with green belt etc) : Details is given in land use pattern of approved mining plan. 15
16 6.4 Assessment of Infrastructure Demand (Physical & Social) : There is no large infrastructure demand near to proposed area. 6.5 Amenities / Facilities : Not applicable as it is a small project. 7.0 Proposed Infrastructure : 7.1 Industrial Area (processing Area) : --NA Residential Area (Non Processing Area) : --NA Green Belt : The plant is following the norms of CPCB and is in process to developing 33% green belt in lease area. 7.4 Social Infrastructure : The group of lease holders of the area decided to make a appropriate plan of corporate social responsibility (CSR). Some activities which were noted and will contribute in the social activities are as follows. - Renovation of existing schools, health centres, community centres etc. - Awareness program - Girl Child - Medical camp - Potable water canopies in summers for households in the nearby areas. 7.5 Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc) : Well connected with Road/Rail. No metro and water ways. 7.6 Drinking Water Management (Source & Supply of water) : Drinking water is procured from open well existing nearby and 5.0 KLD. water tank is there for domestic and dust suppression purpose. 7.7 Sewage system : The domestic wastewater treat in the septic tank followed by soak pit. 16
17 7.8 Industrial waste management : --NA Solid waste management : The waste generated during mining scheme period will be soil. Besides this 10% of ROM will be generated as mineralised waste, which contains high silica & low alumina. The waste does not find any used & can be disposed as waste Power Requirement & Supply / Source : N.A. 8.0 Rehabilitation and Resettlement (R & R) Plan : Policy to be adopted (Central / State) in respect of the project affected persons including home outstees, land outstees and landless labourers (a brief outline to be given) : --NA Project Schedule & Cost Estimates : 9.1 Likely date of start of construction and likely date of completion (Time schedule for the project to be given) : It is an existing project and applied for Ec. 9.2 Estimated project cost along with analysis in terms of economic viability of the project : Project cost 10.0 Analysis of proposal (Final Recommendation) : Financial and social benefits with special emphasis on the benefit to the local people including population, if any, in the area : This project has created employment potential for approximately about 15 local people. The existing corporate responsibilities envisaged by Group of lease holders of this area have decided to contribute in social activities as follows. - To buy a water tanker for water supply in nearby villages. 17
18 - Merit cum need scholarship for girl child in nearby villages. - The group has planned to further conduct eye-camp in near future in which cost & medical relief will be provided. Thanks 18
