1 1.0 EXECUTIVE SUMMARY This is a new mining lease of Ball Clay Silica Sand, M.L. No.- 48/2011, located near Village- Indo Ka Bala, Tehsil-Kolayati, District Bikaner (Rajasthan) over an area of hectares. The LOI was issued in favor of Shri Kuldeep Pratap Singh Bhati S/o Shri Mahendra Singh vide order no DMG/Bika/CC-7/P.1(1)167/11/2492 dated The Mining Plan with Progressive Mine Closure Plan has been approved from SME, Bikaner Circle, Bikaner, vide letter no.-sme/bkn/ CC-I/M.P./ML /5133 dated The mining area is of Ha.. The proposed production capacity is 20,000 TPA of Ball Clay. The method of mining is Open cast semi mechanized method. Topographically, the lease area is comprised of flat terrain. The height elevation is 100mRL and lowest is 95mRL. Total excavated area is Ha. which will be converted backfilled. Backfilled area will be rehabilitating by plantation. The waste dump of Ha area will also be used for backfilling and rehabilitee by plantation. 33% of the lease area will be planted to improve the biological environment of the area and also improve the aesthetic beauty of the surrounding area. This will improve the biological environment of the surrounding area as well as enhance the aesthetic beauty o the area. Total land of mining lease comes in Private Land No forest land is involved in this area. As per MoEF Notification S.O 2269(E) Dated 1 st July 2016, thus project falls under category B1. LOI is issued for lease area is Ha.. This is a new mining lease of Ball Clay Silica Sand, M.L. (ii) Need for the project and its importance to the country and region Due to the globalization and new ventures, the requirement for Ball Clay Silica Sand mine has been on the rise over the last few years. Mineral Ball Clay Silica Sand is used in various forms in used in ceramics, refractory bricks& cement. Ball Clay: The mineral ball clay are used in various forms in many industries to manufacture various products is used in ceramics, refractory bricks& cement. Silica Sand: Not in used. Mining industry play an important role in economic sector in India. Rajasthan is rich in mineral wealth. The state is endowed with major and minor mineral resources. The region, where the project is situated is mostly dependent on agriculture and mineral resources. The developments of mining in the area provide direct and indirect employment opportunities, infrastructure development, communication and socio-economic infrastructure. The important benefits accruing from the project can thus be stated as-boost to local and regional economy, direct contribution to the state exchequer. (iii) (iv) Demand and Supply Gap Considering the demand of Ball Clay Silica Sand sufficient availability of the mineral in the area, it is essential to have Ball Clay Silica Sand Mine to sustain the supply of raw material construction industries in nearby areas & also to provide employment opportunities to the locals. Imports v/s Indigenous Production As the mineral in abundance is available indigenously so the import of the same is not required or economically feasible. 4 (v) (vi) (vii) Export possibility A sizeable quantity of Ball Clay Silica Sand produced in the State of Rajasthan. Domestic/Exports Markets There is vast domestic and export market for raw polished Ball Clay Silica Sand. Employment generation (Direct & Indirect) due to the project This is fresh mining lease. Mine will provide employment to 15 direct people and 30 people will be indirectly benefitted by this proposed project of Ball Clay Silica Sand. Preference will be given to local persons. 1.0 Project Description (i) Type of Project including interlinked and interdependent projects, if any. This is Ball Clay Silica Sand mining project. No other project is interlinked with this mining work. (ii) Location (map showing general location, specific location, and project Boundary& project site layout) with coordinates. The area has been marked on Toposheet No. 45A/13, 45E/1 including the mining lease location. This is a existing mining lease of Ball Clay Silica Sand, M.L. 7 (iii) (iv) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. No other site has been considered for the proposed project. The land has been allocated by government for the mining only. Site is adequate for Ball Clay Silica Sand mining. Size and Magnitude of Operation Total reserves T. Total area of mining lease is Ha. Proposed maximum annual targeted production of Ball Clay Silica Sand from the mine will be 20,000 TPA. Life of mine is ~ years or say 27.0Years. (v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) A. Method of Mining Mining will be done open cast semi mechanized method. The mining is proposed for Ball Clay Silica Sand. Mining features are as follows: The proposed working will be systematically by forming proper benches. The bench height will be 3m and width will be more than the height of the bench. JCB will be used for fast removal of overburden, excavation of mineral and for loading and unloading of the mineral. Blasting is not required. The mineral and waste are proposed to transport by tractor and Dumper. The area under consideration falls under Tertiary formation. All applied area is covered by the alluvium sand and no rock exposure is seen on the surface. Mineable Reserves and Anticipated Life of the Mine Mineable Ball Clay reserve (Proved & Probable) rate of production= 20,000 TPA (Source Approved Mining Plan) Life of mine= T /20, 000= 26.88years or say 27.0 years F. Conceptual Mining Plan = T. Maximum targeted Conceptual mining plan is necessary to know the ultimate limit of the pit crust at the end of lease period. The ultimate pit limit is limit of pit at surface at the end of lease period. It is also necessary to select the sites for waste dump, site service, plantation etc. The ultimate extent and size of the pit is the surface limit of proposed excavation up to end of mining. Considering the stability of rocks the final slope angle or says ultimate pit slope angle will be maintained 45. Ultimate Pit Limit: 238mRL, 17m BGL G. Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. About5.0 KLD water will be required for Ball Clay Silica Sand mining, Water will be sourced from PHED supply in nearby village through tankers supply. About 500liter diesel will be required daily for Trucks/Dumpers which will be arranged from nearby petrol pumps. Ball Clay Silica Sand mined out will be transported through trucks & trolley. H. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Water will be accumulated in the excavated mine out pit area during rains and pits serve as a natural ground water recharge structure. 10 extraction of mineral, the rate of charging of ground water is likely to be increased considerably. Water collected in the sump will be used in various purposes at mine viz. plantation, dust suppression etc. I. Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 5.0KLD for drinking & domestic use, dust suppression and plantation. Drinking water will be brought by water tanker from nearby villages. Diesel will be used in compressor and dumpers and tractors. About 500 liter per day is assumed to be consumed. Diesel will be outsourced from nearby diesel pumps. Nearby villages is well electrified. (ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal Around 24750Tonne waste will be generate during the period of mining plan. The waste will be in the form of rejects. Around cum overburden will be generate. Waste dump consists of alluvium sand & Kankar (murrun in mine lease area). Temporarily stacks at appropriate place at boundary line an area of Ha. The retaining wall will also be provided for the waste material if required to avoid the spread of the waste material. 4.0 Site Analysis (i) Connectivity The lease area is located near village Indo Ka Bala, Tehsil- Kolayat, District Bikaner (Rajasthan). The lease area is situated about km from the village Indo Ka Bala in SE direction from the mine site. Nearest railway Station is Kolayat Railway Station is nearest Railway Station, at a distance of ~6.10km from mine site and Tehsil headquarter is about 5.5km. NH-15 is at a distance of 0.34km, W from mine site. NH-89 is at a distance of 30.14km, E from the mine. MDR-37 is at a distance of 4.92km, SW from mine site. 11 (ii) Land Form, Land use and Land ownership The area of lease is Ha.. Land is Private land. The lease area forms part of G.T. Sheet No. 45A/13, 45E/1. No forest land is involved in leased area. The height elevation is 256mRL and lowest is 255mRL. Drainage in the lease area is along the slope of the lease area. There is no seasonal nallah crossing lease area. Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (CRZ. 12 (v) (vi) Existing Infrastructure Presently there is no infrastructure in lease area. Soil Classification Soils of the district are classified as follows: Geomorphologic ally, the district can broadly be divided into ten units viz. (1) flat aggraded older alluvial plains, (2) sandy undulating aggraded alluvial plains, (3) flat inter dunal plains, (4) sandy undulating inter dunal plains, (5) flood plains and aeolian complex, (6) stabilized sand dunes, (7) active sand dunes, (8) gravelly aggraded alluvial plains, (9) eroded rocky surface and (10) saline depressions. The western, south-western, northern and north eastern parts of the district are largely covered with dunes of different types and magnitudes with flat to undulating inter dunal plains. The soils of Bikaner district are predominantly light textured, weak structured, sand to sandy loam with the clay content. Arid climate with low rainfall, high temperature and high evaporation losses has resulted in physical and mechanical disintegration of the parent material giving rise to predominance of coarse fraction in the soil. Very little chemical weathering has taken place and the development of soil is mostly indistinct. (vii) Climatic data from secondary sources The district experiences arid type of climate in the east to extremely arid in the west. Mean annual rainfall ( ) of the district is mm whereas normal rainfall ( ) is lower than average rainfall and placed at mm. Almost 90% of the total annual rainfall is received during the southwest monsoon, which enters the district in the first week of July and withdraws in the mid of September. As the district lies in the desert area, extremes of heat in summer and cold in winter are the characteristics of the desert. Both day and night temperatures increase gradually and reach their maximum values in April, May and June. The temperature varies from 48 degree in summer to 1 degree in winter. Atmosphere is generally dry except during the monsoon period. The humidity is the highest in August with mean daily relative humidity of 71% in the morning and 52% in the evening. 13 (viii) Social Infrastructure Available The site is well connected with social infrastructure facilities like road, medical; telephone, telegraph etc. are available in Indo Ka Bala i.e. 2.28km from mine site. Water The source of drinking water is tube well and hand pumps of PHED. The water will be brought by tankers from the nearby village. (viii) Health and Educational facilities Dispensary and Hospital facility is available at Indo Ka Bala. 14 (i) Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning/Development authority Classification This is a mining project. Facilities includes such as office building, first aid center, rest shelter, vocational training center, godown, workshop, are proposed in the area. Open cast methods of mining will be adopted. Transportation of mineral shall be done through road by dumpers, trucks. Other facilities like road, medical, telephone, telegraph etc. are available in Indo Ka Bala, i.e 2.88 km from mine site. Population Projections The project will employ most of the workers from nearby areas. Local people from nearby villages will be given preference. Thus there will no chance to increase population due to proposed project of Ball Clay Silica Sand and mining in the area. (ii) Land Use planning (breakup along with greenbelt etc.). S. 15 (iii) (v) (vi) Assessment of Infrastructure Demand (Physical & Social) The state transport buses and private buses area available up to village Indo Ka Bala. The post office applicable for the area is Indo Ka Bala. Medical facility is available at Indo Ka Bala. Social Infrastructure Proposed project will provide employment for about 15 people directly and indirectly providing for about 30 which are Shopkeepers, Mechanic, drivers and transporter. Amenities/Facilities Dispensary and Hospital facility is available at Indo Ka Bala. Primary education facility is available at village and Senior Secondary school is available at Tehsil- Kolayat which is at distance from 6.0 km from mine site. 6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) Facilities includes such as. Site Office, First Aid, Toilet, Rest Shelter are proposed in the lease area. (ii) (iii) (iv) Resident Area (Non Processing Area) No residential area is proposed. Green Belt: To improve the environment of the area it is proposed to plant along the lease boundary and waste dump etc. during plantation preference will be given to local species of plant.33% Plantation will be carried out inside and outside the lease area. Plant such as Azadirachta indica (Neem), Cassia fistuala (Amaltas) etc will be planted. Total Ha area will be planted with 1471saplings. Social Infrastructure: In social infrastructure, house is made of pucca and kaccha both of type. Tar road is available in near villages. By this proposed Ball Clay Silica Sand mining in the area, provides employment opportunities in the area and this helps to control migration of people of one place to other. (vii). Sewerage System No sewerage shall be generated from the project area. (viii). Industrial Waste Management No Industrial waste will be generated from the project. (ix). Solid waste Management Around 24750Tonne waste will be generate during the period of mining plan. The waste will be in the form of rejects. Around cum overburden will be generate. 17 7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN) A. (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustees and landless labour (A brief outline to be given). Mining will be carried out in lease area only so no need of rehabilitation and resettlement plan so far. 8.0 PROJECT SCHEDULE AND COST ESTIMATES (Likely date of start of construction and likely date of completion (time schedule for the project to be given) Project will commence after getting the environmental clearance. It is estimated that about Rs. 30 Lakh will be required for mining machineries, vehicle and infrastructure development etc. The profit will depend upon the actual production obtained from the mine, which may vary due to demand in market. POPULATION BENEFITED: About 15 peoples including labors benefited directly and 30persons will be benefited indirectly. GOVERNMENT REVENUE The State Government will get revenue as royalty from selling of mineral, Land Tax/surface rent, Sales Tax/VAT; Income Tax etc. will be addition. 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project of Ball Clay Silica Sand mining of Shri Kuldeep Pratap Singh Bhati at Near village Indo Ka Bala, Tehsil- Kolayat, District Bikaner (Rajasthan) is of utmost importance to the area for interest of mineral development and improves the socio-economic conditions of the local habitants. The operation of the proposed project of Ball Clay Silica Sand mining will pass on various social and economic benefits to the local communities of the area in addition to the existing benefits due to provide better employment opportunities and improvement in social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalty, cees etc. Project Proponent: Shri Kuldeep Pratap Singh Bhati Page - 27
