1 UNVRSTY OF LNCOLN JOB SCRPTON JOB TTL: Programme Manager PARTMNT: CT ( PMO) LOCATON: Brayford Campus RPORTS TO: Matt Cavill GRA: 8 POST NUMBR: CS4054 AT: October 2012 Context The Portfolio Management Team provides expert programme & project management capability and advice across the University and is responsible for implementing or directing the implementation of the University s portfolio of CT initiatives. This is a key role in the delivery of excellent customer focused CT solutions and services and progressing the CT Strategy implementation. Programme management has evolved as a professional approach to the successful implementation of strategies, providing a mechanism to coordinate a number of component projects and activities, which should realise maximum benefit for the University. Job Purpose To identify, plan and coordinate a portfolio of related projects within a programme of business change, to manage their interdependencies in support of specific business strategies. To maintain a strategic view over the set of projects, providing the framework for implementing business initiatives, or large-scale change, by conceiving, maintaining and communicating a vision of the outcome of the programme. The vision and the means of achieving it may change as the programme progresses. To plan, schedule and manage a portfolio of CT projects or large-scale CT programme to agreed requirements, delivering to timescales, budget, acceptance criteria, quality criteria and contractual commitments. To facilitate business users in managing the realisation of business benefits. KY RSPONSBLTS Programme / Project Management Take responsibility for the successful completion of major projects and programmes of work, establishing and maintaining the correct structures to control and monitor the deliverables to the business. Lead the programme team(s) in determining business requirements and translating requirements into operational plans. Page 1 of 7

2 Plan, direct, co-ordinate, monitor, and report on activities related to the programme, from contract/proposal initiation to final operational stage. nsure that the programme implements changes which achieve the objectives that have been set, meets real business needs and measurably improves levels of performance. nsure that the aims of the programme and its projects continue to be aligned with business needs as they evolve. nsure that the business benefits are thus realised within the terms of the business case which has justified the programme funding. nsure that the organisation and its staff are managed carefully through the process of change. nsure that progress is monitored and reviewed throughout this process, and that adjustments are made, as necessary, to achieve the planned results. Manage project change, through regular reassessment of project priorities, resolving resource conflicts, and agreeing additions, deletions or modifications. nsure that new related solutions are specified, procured and implemented to the highest standards ensuring any new solution is delivered on time and meets government standards on electronic service delivery. Be responsible for the quality assurance and overall integrity of the programme Manage third party contributors to the programme as appropriate Communicate with all stakeholders stablish risk management framework nsure coherence of the programme, by monitoring changes in the project portfolio. Reassesses whether projects continue to meet business objectives and to use funds efficiently, ensuring that the programme is managed to realise business benefits. Planning & Organising nsure that comprehensive project, quality and risk plans for the programme are prepared and monitored. nsure that significant problems are identified at the earliest opportunity and that solutions are identified and implemented in line with the change control process. Undertake key information system project controls to ensure that system suppliers and in-house teams are delivering effectively against their project responsibilities and commitments. ffectively manage external suppliers and agencies ensuring external service level agreements are adhered to Page 2 of 7

3 Financial & Benefits Management evelop Options Appraisals, Business Cases and Benefits Realisation management plans as required, by reviewing and refining the business case with the business sponsor, quantifying the business benefits, and creating Project Briefs (indicating what will be included in each project), together with a vision, or blueprint of how the organisation will look and feel after completion of any programme of works. etermine, monitor, and review all programme economics, including programme costs, operational budgets, staffing requirements, programme resources, and programme risk, ensuring that there are appropriate and effective governance arrangements, supported by comprehensive reporting. Help to prepare or checks the business cases for individual projects within the programme. Manage the programme s budget on behalf of the senior responsible owner, monitoring the expenditures and costs delivered and realised benefits as the programme progresses efine and manage the activities to ensure achievement of the benefits described in the business case. Staff Supervision Allocate work and responsibilities to project team members this includes people in other departments. Monitor productivity and quality of work, of the project team members, taking any necessary action to ensure adherence to deadlines and a high quality product. Manage the quantity and quality of delivered services according to the Service Level Agreement or between clients and CT, taking any necessary action to correct variances in service levels. Undertake such other duties as may be appropriate to achieve the objectives of the post or assist the Service in the fulfilment of its objectives and commensurate with the postholder s salary, grade, abilities and aptitudes. Relationship Management Co-ordinate relationships with and between key stakeholders, during the design, management and implementation of business change. evelop and manage one or more defined communication channels and/or stakeholder groups, proactively seeking to identify potential benefits, and assisting in the creation of project mandates and business cases. Create, identify and respond to opportunities for providing products and services to the customer department / faculty, liaising with those responsible across CT. Promote products and services at a high level, both internally and externally. ncourage the development of new products to meet future needs. Take full responsibility for the level of customer satisfaction, at regular intervals or after each significant delivery of product or service. Respond to customers queries and complaints. nsure that corrective Page 3 of 7

4 action is taken. Facilitate customers involvement in the continuous improvement of the products and services supplied to them. Solutions Management valuate and make recommendations / decisions on technical options as appropriate. Actively contributing to UL s technical strategies. Participate in the implementation of the CT infrastructure, including standards, methods, guidelines, techniques, tools and control structures. Manage the various stages of solutions development from project board meeting to handover for production, i.e. strategy, analysis, design, build, document, transition and handover. For example, from an initial requirement for a new application or major change, through the various stages of specification of requirements, specification of design, through to implementing all software, hardware and training that may be required. Prepare the invitation to tender, where a solution is to be based upon the purchase of packaged system software and carry out the technical, contractual and financial evaluation of the proposed solutions and provide technical advice to clients. Manage the supply, installation, commission, testing, staff training, converting, integrating with other systems and ensuring support thereafter, when the implementation of a solution involves the purchase of hardware or software. nsures that full account is taken of the practicalities of integrating the new technical capabilities into the business, including planning around key business cycles, selecting appropriate candidates for migration, etc. Manage the supply, installation, commission, testing, staff training, converting and integration with other systems as appropriate. Liaison & Networking Liaise with other managers within CT and within the university; manage expectations for projects. Gather information from, pass information to, and maintain good relations with Senior Managers of functional areas, various teams within CT, external suppliers of software/hardware/consultancy services, staff of other Service Groupings and any other groups as required. Communication Prepare project status reports reflecting the status of the project, and analysis of resource and cost usage. Negotiate and agree short, medium and long term service schedules and timetables with clients, both for development of new systems and support of existing systems. Report and escalate in an appropriate and timely fashion to both the customer, line management and all service suppliers and initiate timely, corrective action where required. Page 4 of 7
