Being close to Mumbai, the demographic profile of the city reveals that the population has increased continuously. Due to which, quantities of Municipal Solid Waste generated in Kalyan and Dombivli measured by in house survey team under the Solid Waste Management Department in year 2006, showed generation of 510 TPD MSW from population base of 12,62,936. It comes to gm/capita/day. With population base of in 2011, MSW quantity was found to be 600 TPD. This comes to gm/capita/day. At the end of 2013, Kalyan Dombivli Municipal Corporation had 650 MT/day/ of MSW. In the view of which Barave Municipal Waste Management Facility is being proposed. Rs Cr. 6 CHAPTER 2-IDENTIFICATION OF THE PROJECT AND PROJECT PROPONENT 2.1 Identification Of The Project Municipal Solid Waste management, to reduce the impact on the environment, requires an integrated approach involving components such as collection from various generators, segregation at source, recycling of the waste, reuse and disposal, etc. Healthy environment demands an integrated approach that involves complementary use of a variety of practices to handle the Municipal Solid Waste, stream safely and effectively with the least adverse impact on human health and the environment. Integrated approach would be adopted to dispose the Municipal Solid Waste generated in the city as the approach amalgamates three stages of Municipal Solid Waste Management. The adoption of this approach would streamline the collection of Municipal Solid Waste from diverse generating points in the city and transporting them to the treatment facilities where it would be separated and disposed accordingly. The integrated approach is critically important for the Municipal Solid Waste management to work efficiently. A well integrated approach captures the primary collection, secondary collection, treatment and disposal. In addition to all this, an integrated approach would reduce the littering on streets, enhance the cleanliness of the city, and increase the viability, profitability and sustainability of Municipal Solid Waste systems through their impact on increasing incomes, employment while reducing pollution levels. Barave facility is part of one of such integrated system. 7 2.2 Demographic Details of KDMC City Profile Kalyan Dombivli is an important satellite township of Mumbai city. It is an important railway junction. The city of Kalyan Dombivli forms one of the important urban agglomerations of Maharashtra state. Owing to large urbanizable zone and its proximity to greater Mumbai, Kalyan- Dombivli is trying to enhance the quality of services, expand the infrastructure and accelerate its economic growth. Due to an efficient local train network, the city has gained importance of being a suburb of Mumbai. 8 2.3 Brief Description of Nature Of The Project Municipal Solid Waste as such cannot be disposed off due to pollution problems and also due to land area exhaustion, the project has been planned for appropriate biological stabilization of bio degradable contents, separation and conditioning of dry recyclable materials and disposal of volume reduced inertised/ remnants in Sanitary Landfills. 2.4 Need For The Project And Its Importance To The Country Or Region Indiscriminate and open burning of wastes results in air pollution. Dumping of waste and leachate from waste dumpsites, and contaminated lands leads to land pollution, surface water contamination, and ground water contamination. Also, a significant delay between waste generation and final disposal results in odour nuisance, environmental degradation, fly and rodent infestation etc. It is highly necessary to establish an Integrated MSW Management Facility with provisions such as recovery of organics (Composting), recovery of recyclables (Materials Recovery Facility, MRF), recovery of high calorific value waste (Refuse Derived Fuel, RDF), and disposal of inerts (Secured Landfill). 2.5 Employment Generation (Direct And Indirect) Due To The Project About 15 full time employees and 50 contractual employees will be employed for project operation. 13 3.4 Details Of Alternative Site No alternative sites were considered for development of the Integrated MSW facility. The proposed site based in Kalyan Town proves to be the best location considering both the environmental and economical factors. 3.5 Size And Magnitude Of Project To accommodate the ever increasing Municipal Solid Waste, this Integrated Solid Waste Management Facility is proposed to be established at Barave with a Bio-Stabilization facility and 200 TPD Sanitary Landfill with a leachate treatment plant on 22,300 m 2 of land. 3.6 Project Description With Process Details The Municipal Solid Waste consists of many components. Hence after collection when the waste is brought to treatment facility it is first segregated. In a Municipal solid waste there is around 50% Biodegradable waste, 30% Recyclables and 20% inert waste. During segregation the Biodegradable waste is sent for Bio-stabilization, the recyclables are sent for recycling and inert waste is landfilled. (i) Bio-Stabilization: It is a treatment of aerobic bioconversion applied to Municipal Solid Waste (MSW) as is, to MSW residual of selective collection, or to contaminated organic fractions (under-sieve from mechanical selection, etc.) with the aim of generating a stabilized organic fraction suitable to be landfilled or used for capping operations during the cultivation of the sanitary landfill (ii) Sanitary Landfill: The Sanitary Landfill will be designed with HDPE geomembrane at bottom & sides to avoid percolation of leachate into ground water. Leachate collection system with full-fledged ETP with RO system is proposed for the treatment of leachates. Following is the detailed description about the components of the Integrated Solid Waste Management Facility: Life Of The Landfill: The primary factor that determines the design and life of the SLF is the volume of the waste to be land filled. The new landfill site with treatment facility at Barave, Kalyan would cover an area of about 22,300 m 2. As per estimates the total capacity of the landfill will be around 200 TPD. The total volume of waste to be placed in the landfill will be computed for the active period of the landfill taking into account, (a) the current generation of waste per annum and (b) the anticipated increase in rate of waste generation on the basis of past records or population growth rate. 14 capacity works out significantly greater than the waste volume it accommodates. The actual capacity of the landfill will depend upon the volume occupied by the liner system and the cover material (daily, intermediate and final cover) as well as the compacted density of the waste. In addition, the amount of settlement a waste will undergo due to overburden stress and due to bio-degradation will also be taken into account. The proposed landfill design life comprises of an active period and a closure and a post closure period. The active period or the design life will be the 1 st phase of land fill process (proposed project). The closure and post-closure period for which proposed landfill will be monitored and maintained after the active period is completed. Basic Design Component The landfill will be operated in phases because it allows progressive use of the landfill area, such that at any given time a part of the site may have a final cover, a part being actively filled, a part being prepared to receive waste and a part undisturbed. Each phase will be designed for a period of one year and will consist of daily cells, daily cover, lifts, intermediate cover, liner, leachate collection facility, gas control facility and final cover. Each phase will be filled from the base to the final/intermediate cover and capped within this period. The waste subjected to landfilling shall be compacted in thin layers with the help of Bulldozers/ landfill compactors and the wastes shall be covered immediately or at the end of each working day with cm of soil. Liner System : Protection of the surrounding environment of an SLF can be effectively achieved by using an impermeable liner on the base and sides to prevent migration of gas and leachates into the soil and groundwater. The liner system for the proposed SLF has been designed based on recommendation of the Ministry of Environment and Forests for construction of a non-permeable lining system at the base and wall of waste disposal site area. For SLF receiving residues of waste processing facilities or mixed waste or waste having contamination of hazardous material (such as aerosol, bleaches, polishes, batteries, waste oils, paint products and pesticides), the liner will have, at a minimum, a composite barrier having 1.5 mm High Density Polyethylene (HDPE) geo-membrane or equivalent overlying 90 cm of soil (clay/amended soil) having permeability coefficient not greater than 1X10-7 cm/sec. Leachate Generation, Collection and Treatment: Water that percolates through the solid waste placed in the landfill is known as leachate. During its downward progress through the waste, the water entrains suspended solids, extracts soluble constituents of the waste and soluble products of the waste degradation process. The quantity of leachate generated in a landfill is dependent on the quantity of infiltrating water. This, in turn, is ABC TECHNO LABS INDIA PVT. LTD., MUMBAI 14
15 dependent on the local precipitation, active area of the landfill and the operational practices. The quality is dependent on the characteristic of the wastes. Since primarily inert MSW will be deposited in the SLF, the generated leachate is not expected to have contaminants such as heavy metals. However, considering accidental scenarios when small quantity of bio-degradable material may enter the landfill as part of the processing rejects, the leachate will be treated and disposed with adequate safeguards for the environment. HDPE Geomembrane Layer 300mm - Silty Sand Layer Leachate Collection System: The primary function of leachate collection system is to collect and to convey the leachate out of the landfill and to control the depth of the leachate above the liner. Leachate collection network will comprise of header pipe and feeder pipes. The feeder pipes will consist of HDPE pipes of 150 mm diameter constructed at a spacing of 50 m and at a slope of 2 per cent. Pipe spacing is governed by the requirement that the leachate head will not be greater than the drainage layer thickness. The feeder pipes will be connected to header pipe. The header pipe will be constructed at a slope of 2 per cent and connected to leachate collection tank. The feeder and header pipes will have sufficient strength and will be safe from particulate and biological clogging and deflections. Leachate collection chamber/s will be installed to collect the leachate through the header pipe. The leachate collection chambers will be built up with successive lifts of waste. Submersible pumps or adductor pumps will be used to remove leachate from the chambers and carried through permanent pipe work for treatment and disposal. Landfill gas generation, control and management: Gas generation Landfill gas is generated due to the degradation of the organic matter in the wastes. As per CEEPHO manual, the principal components of typical landfill gas are methane (CH 4 ), and carbon dioxide (CO 2 ) whose typical concentrations are 30-60% and 34-60% respectively. However, considering accidental scenarios when bio-degradable material may enter the landfill as part of the processing, adequate gas control and management systems will be provided. Control and management: Adequate measures will be taken to restrict uncontrolled migration of landfill gas from the SLF. These measures include, Gas drainage blanket provided over the solid waste as part of the final cover of a completed phase; and Vertical gas vents in the gas-drainage blanket for controlled passive venting of the landfill gas. The gas venting layer will be 300 mm thick and made of granular soil. The gas will get accumulated in this layer and will be vented through gas vent pipes. These gas vent pipes will perforated HDPE pipes be of 150 mm diameter. Blowers will convey the gas collected in the ABC TECHNO LABS INDIA PVT. LTD., MUMBAI 15
16 pipes to the flaring unit. The flaring unit will consist of collection chamber, blower, ignition mechanism, control valves and sensors. Since the anticipated volume of landfill gas is low, utilization of the gas for either direct internal consumption or power generation is not considered viable Final cover The final cover system for the proposed SLF will be based on the recommendations of MoEF and CPHHEO and will be a composite structure comprising of four layers of an engineered seal designed to prevent water ingress and egress of landfill gas and an agricultural cap comprising of subsoil drainage layer. The final cover system will consist of the following components: Vegetative layer thick with good vegetation supporting soil Drainage layer of thick granular material with permeability greater than 10-2 cm /sec Barrier layer of thick clay/amended soil with permeability less than 10-7cm/sec Gas venting layer of thick granular material with permeability greater than 10-2 cm/sec A suitable vegetative cover will have to be established on the closed site to ensure slow surface runoff, promote evapo-transpiration of rainfall, and retain moisture in the cap and enhance the formation of a soil structure in the agriculture soil. In accordance with the requirements of the MSW 2000 Rules the selected plants will be locally adopted non-edible perennial plants that are resistant to drought and extreme temperatures, and have ability to thrive on low-nutrient soil with minimum nutrient addition. Root penetration will not exceed 30 cm. Plantation will be made in sufficient density to minimize soil erosion. As each phase is completed and as the final cover level is reached in successive phases, interconnectivities in the leachate collection system, surface water drainage system at the cover of each phase and the gas collection system will be established. Temporary surface water drainage system constructed at the base of each completed phase is dismantled. Upon completion of all phases a final check will be made of the proper functioning of all inter connected systems. An access road will be provided on the landfill cover to enable easy approach for routine inspection of the landfill cover Other Infrastructural Facilities Besides the compost plant and landfill, other infrastructural facilities have been proposed to be developed as an integral part of the waste management facility. This would include access road, internal roads, drainage system, boundary walls, administrative building, Leachate Treatment Facility, buffer zone for plantation of trees etc. As per norms, total landfill area will be approximately 15% more than the area required for land filling to accommodate all infrastructure and support facilities as ABC TECHNO LABS INDIA PVT. 17 well as to allow the formation of a green belt around the landfill. Management of Surface Runoff Surface water management is required to ensure that rainwater does not drain into the waste from surrounding areas and that there is no water logging or ponding on covers of landfills. The following measures will be taken for ensuring adequate surface water drainage: (iii) Rainwater running off the slopes above and outside the landfill area will be intercepted and channelled to a storm water reservoir, thus preventing the operational area of the site. The diversion channel will be provided with low permeability lining to prevent leakage into the landfill. Rainfall on active tipping areas will be collected separately and managed as leachate via the leachate collection drain and leachate collection sumps to the leachate treatment and disposal system. Rainfall on areas within the landfill site but on final covers of phases which have been completed are not actively being used for waste disposal will be diverted away in drainage channels from active tipping areas, and directed to the storm water reservoir. Drainage channels or drains constructed on the restored landfill surface will be constructed so that they are able to accommodate settlement, resist erosion and cope with localised storm conditions. The final cover will be provided a slope of 3 to 5% for proper surface water drainage. Leachate Treatment The leachate will be treated in a leachate treatment plant. A part of the treated leachate will be recirculated in the compost plant to increase the rate of waste stabilization during the aerobic composting. Site fencing a compound wall or rigid fencing all round the land fill site to a height will to be constructed to totally seclude site from outside activities. Lockable gates will be provided to prevent unauthorized access full time security guard at the site. A cattle grid will also be placed at the entrance to the waste reception area. Site entrance a permanent, wide, entrance road with separate entry and exit lanes and gates will be provided. Sufficient length/parking space will be provided inside the entrance gate till the weighbridge to prevent queuing of vehicles outside the entrance gate. The entrance area will be properly landscaped with a green belt containing tree plantation for good visual impact. Proper direction signs and lighting will be placed at the entrance gate. Access roads, the approach way to the facility will be upgraded or paved sufficiently to a width for movement of two way traffic. Secondary arterial roads and temporary roads within the site will of lesser standards, as the locations of these roads will be changing following the landfill development. ABC TECHNO LABS INDIA PVT. 22 4.2 Landform, Land Use And Land Ownership The Kalyan Dombivli Municipal Corporation has acquired around 22,300 m 2 land area at Barve site for waste processing. 4.3 Topography Kalyan has undulated topography with ground levels ranging from 5m to 50 m above the mean sea level. However areas near Ulhas creek on the North side are relatively flat. The river Ulhas, Kalu and also Waldhuni flow in this region. The city mainly divided into East and West with the central railway forming this division. 4.4 Existing Land Use Pattern It is a vacant land reserved for Integrated Municipal Solid Waste Management Facility 4.5 Climate And Rainfall Kalyan has a moderately humid tropical climate due to nearness to Ulhas creek, Bhatsa and Ulhas Rivers. Hot summer with maximum temperature of 41 C and moderate hot summer with minimum temperature of 17 C are experienced by the people in area. The monsoon is predominant during months of June, July, August and September. Rainfall ranges between 1900 mm to 2700 mm. whereas 75% rainfall is received during July and August. 4.6 Social Infrastructure Available At the Barve site, development of basic infrastructure like approach road, power line, levelling of land plantation, site office, gate control and education awareness cum training centre are proposed to be taken up by the Kalyan Dombivli Municipal corporation.
