1 ACZC Summary Of Questions / Answers Addendum No. 4 1) What is the anticipated date of a SEPTA site visit from SEPTA? Contractor responsibility is determined after lowest bidder is identified. 2) With reference to the Contract Drawings for each respective Interlocking location, the Vital and Non-Vital bit chart drawings include the note CONTRACTOR SHALL PROVIDE ALL I/O,S CARDS BASED ON NEW MICROLOK II. This note appears conflict with circuit sheets and rack layouts that show modifications to the existing MicroLok I processors. Please clarify whether the Contractor is required to replace all existing MicroLok I processors with new MicroLok II processors as part of this contract, and if so: Contractor shall research and provide all necessary engineering and design required to upgrade the old Microlok system in service in the to-be-retired locations and upgraded and to the new Microlok II system to facilitate the new track layouts and interlocking operation. For the design, furnish, and drop / ship locations, the Contractor shall provide new Microlok II systems with sufficient PCBoards, I/O capability, cabling and all other appurtenances, plus 20% spare capacity, for SEPTA field forces to tech refresh the existing physical plant of Hughes Park, Radnor, Bryn Mawr, and West Overbrook locations at a later date. a. Is the Contractor responsible for staging and cutover of the new processors, and if so, could SEPTA provide complete existing drawing packages for each respective interlocking so that the bidders may accurately estimate the staging effort? The contractor is responsible for the staging and cutover of the new Microprocessor system at new Ardmore Junction Interlocking and the modification required to the existing system at all other locations. SEPTA will provide complete existing drawing packages for each respective interlocking to the successful bidder. No support is to be provided for the drop / ship locations. b. Will SEPTA provide the Contractor with the as-in-service MicroLok I application programs for each respective interlocking? SEPTA will provide the successful bidder with the as-in-service MicroLok I application programs for each respective interlocking.

2 c. Is the Contractor responsible to provide any new or additional communications equipment to interface with the new MicroLok II processors as part of this contract? SEPTA forces will install a new Fiber Optic Communications Cable System (FOCS) backbone to all new locations. The Contractor shall provide all FOC equipment required to interface their new Microlok II equipment to the new FOCCS. 3) Specification Section D.7.a for CS57+00 County Line Road, CS Bryn Mawr Interlocking, CS Ardmore Interlocking and CS Wynnewood RD indicates that the contractor is to design, furnish and install cables at each respective location. In addition, Section A states The Contractor shall terminate all new cables and SEPTA Forces shall tie into the existing signal system and place into operational service the new signal modifications control devices with the support of the Contractor. These statements appear to conflict with the notes shown on the double line plan for each respective location that reads, ALL CABLES INSTALLED BY SEPTA. Please clarify whether the Contractor is required to furnish and install aerial and underground cables as part of this contract. All aerial and underground cables will be furnished and installed by SEPTA. Spec section to be deleted. See Spec section 01010A revised. 4) Specification Section D.7.a for CS Ardmore Interlocking states Provide new retaining wall to accommodate New CIL etc. This statement appears to be conflict with Note 2 on drawing NHSL-AJ03 which states RETAINING WALL PROVIDED BY SEPTA FIELD FORCES. Please clarify whether the Contractor is required to furnish and install a new retaining wall at Ardmore Interlocking as part of this contract? Retaining wall will be furnished and installed by SEPTA. See revised spec section 01010A 5) Specification Section B states, The Contractor shall furnish and install all cable and conduit, wither new or replacement, required for the complete signal system. Etc. This statement appears to conflict with the notes shown for on the double line plan for each respective location that reads, ALL CABLES INSTALLED BY SEPTA. Please clarify whether the Contractor is required to furnish and install all cable and conduit as part of this contract. All cables will be furnished and installed by SEPTA. 6) Local Control Panel Section A.2.a states The local control panel shall consist of etched phenolic or brushed aluminum in accordance with the Contract Drawings. With reference to drawings NHSL-86, NHSL-101, NHSL-AJ19, the LCP s for Radnor, Bryn Mawr and Ardmore Junction respectively, all existing and new local control panels appear to be Mosaic-Type control panels.

3 All new/modified Local control panels shall be Mosaic-Type. Is the contractor required to replace the existing panels with new etched phenolic or brushed aluminum LCP s at each of the aforementioned interlocking locations? No 7) Specification Section shows as DRAFT 06/24/16. Should the bidders assume that the version is revised. Provided for this section is indeed final? Spec section deleted 8) Specification Section shows as DRAFT 11/03/16. Should the bidders assume that the version provided for this section is indeed final? Spec section deleted 9) The Contract Bid Form (Schedule A page 12) lump sum description states Vendor shall design and furnish material for Norristown High Speed Line re-signalization project as listed in Exhibit V. Section D (Summary of Work in Exhibit V), however, indicates that the bidder must include all labor, material, equipment, supervision etc. Can you clarify the summary of work in section D that the installation is either to be included or not included by the bidder? All field work to be provided by in house SEPTA forces. See revised spec section 01010A 10) Unfortunately due to holiday vacation schedules it will be impossible to deliver a responsible and accurate bid for the Ridge Ave. Spur Signal Equipment bid by January 3 rd. A vendor requests an extension to January 31, 2017 in order to submit the level of response required by the RFP. See Addendum No. 4 for current bid opening deadline 11) Please clarify the Required Delivery Date as stated in Schedule A. It currently states 2/29/17. SEPTA will require all switch and electric lock hardware be delivered by end of May of All other contract deliverables shall be due in accordance with the Contractors, SEPTA approved project schedule.

4 12) Based on previous SEPTA projects, SEPTA C&S has used its in house construction forces for field installation of signal equipment and housings. Please confirm whether this project will be installed by SEPTA C&S construction forces or by a Contractor as specified. If installed by SEPTA C&S, what sections of the contract specifications are applicable? Installation of all new Signal Houses and signal equipment/cabling will be installed by SEPTA force account. New equipment and wiring modification in existing houses shall be furnished by Contractor and installed by SEPTA. 13) We respectfully requests a six (6) week extension to February 3, 2017 based on holiday vacation schedules that begin on December 19th through the first week of the year. See Addendum No. 4 for current bid opening deadline 14) ACZC CONTRACT INSTRUCTIONS TO BIDDERS Delivery Instructions 4. States Required Delivery Date 2/29/17 is in conflict with A which states Furnish the following not later than one year after contract notice to proceed. Please clarify delivery date. See question No ) During a review of the Contract Drawings and the Contract Specifications, it has been noted that there are conflicting statements as to the same equipment that is to be installed by the contractor in one section and the same equipment to be installed by SEPTA forces. Please clarify if the NHSL Re-Signalization Project equipment installation is to be performed by SEPTA in-house forces or a Contractor. If SEPTA inhouse forces, what specification section are applicable for this project? See response to question 12 16) Contract Specification section A.4 Installation Equipment States Each high-tension transformer assembly including foundation. Are high-tension transformers required? If so, please include a specification section for the transformer required. See Addendum No. 4 17) Contract Specification Section Internal Wire and Cable SEPTA Standard F- S-206 not included in Contract Documents. See Addendum No ) Contract Specification Section External Signal Cable SEPTA Standard Specification No. 126 section 1.04 and SEPTA Signal Instructions #27, Test 2 not included in Contract Documents.

5 SEPTA will furnish and install all external signal cables. 19) Contract Drawings NHSL-31A and NHSL-44A have been modified to show MLK II PCB I/O boards with the statement that Contractor shall provide all I/O cards based on new MLK II. Is its SEPTA intent to replace all the I/O PCB s with new MLK II I/O boards and cables? See response at question 2 and see revised section 01010A 20) If replacing existing system I/O with new MLK II I/O boards and cables, is it also SEPTA s intent to replace the existing system boards (CPU, Power Boards, etc.) and modules? See response at question 2 and see revised section 01010A 21) The standard bit layout shown on Hughes Park Contract Drawing NHSL-HP44A is not consistent with MLK II I/O board port count. If so, provide new contract drawing with the correct format. Board counts and bit assignments are the responsibility of the Contractor See Addendum No ) Hughes Park Contract Drawing NHSL-HP199 shows the MLK I/O module with a new PCB board in slot 10. Material reference sheet missing from the contract documents, please provide. See Addendum No ) Hughes Park Contract Drawing NHSL-HP199 I/O module board layout (Row 2) is in conflict with I/O board layout shown on Contract Drawing NHS-HP44A. If so, please provide new contract drawing. NHSL-199 I/O is for existing Microlok I system and NHSL-HP44A is for new Microlok II system 24) Hughes Park MicroLok 2 rack and Non-Vital MicroLok rack missing from contract drawings. Please provide. See typical Microlok II rack layout, which have been added in contract drawing. 25) Contract Drawing NHSL-RR35A and NHSL-RR55A have been modified to show MLK II PCB I/O boards with the statement that Contractor shall provide all I/O,s cards based on new MLK II. Is its SEPTA intent to replace all the I/O PCB s with new MLK II I/O boards and cables? Same response as question 2

6 26) The standard bit layout shown on Contract Drawing NHSL-RR55A is not consistent with MLK II I/O board port count. If so, provide new contract drawing with the correct format. Same response as question 21 27) Provide the mosaic panel supplier and the parts list for the LCP shown on Radnor Contract Drawing NHSL-86. See drawing NHSL-RR87 28) Contract Drawing NHSL-BM44A, NHSL-BM63A have been modified to show MLK II PCB I/O boards with the statement that Contractor shall provide all I/O,s cards based on new MLK II. Is its SEPTA intent to replace all the I/O PCB s with new MLK II I/O boards and cables? If so, provide new contract drawing with the correct format. Same response as question 21 30) Bryn Mawr Local Control Panel Contract Drawing NHSL-101 has been designed with a Mosaic tile panel which is in conflict with Contract Specification A.2.a which states The local control panel shall consist of etched phenolic or brushed aluminum in accordance with the Contract Drawings. Which is correct? If Mosaic, provide the manufacturer and parts list for the existing panel. Same response as question 6, see drawing NHSL-BM101 for parts list. 31) Bryn Mawr MicroLok 1, MicroLok 2 racks and Non-Vital MicroLok rack missing from contract drawings. Please provide. Complete set of plans of Bryn Mawr will be provided to successful bidder. See typical Microlok II Rack layout which have been added to contract documents. 32) Contract Specification 1.01.D.7.a Base Bid CS Ardmore Interlocking States Provide new retaining wall.. is in conflict with Contract Drawing NHSL-AJ03, Note 2, which states Retaining wall provided by SEPTA field forces. Please clarify who is to provide retaining wall. Same response as question 4

7 33) Contract Specification B states that The Contractor shall furnish and install all cable and conduit, whether new or replacement, required for the complete signal system is in conflict with Contract Drawings NHS-CL03, NHSL-RR10, NHSL-BM10, NHSL-AJ03 and NHSL-WR03 which states that All cables installed by SEPTA. Please clarify who is installing cables? Who is providing cables and conduit? Same response as question 18 34) Ardmore Junction Typical MLK II Bit Assignment Contract Drawing NHSL-AJ12 and NHSL-AJ12A is in conflict with NHSL (Sheet 205) Typical MicroLok II Rack Layout? Please clarify MLK layout for Ardmore junction. NHSL-205 is typical drawing, Contractor is to provide detail MLK II rack layout of Ardmore Junction as part of final design. 35) Ardmore Junction Local Control Panel Contract Drawing NHSL-AJ19 has been designed with a Mosaic tile panel which is in conflict with Contract Specification A.2.a which states The local control panel shall consist of etched phenolic or brushed aluminum in accordance with the Contract Drawings. Which is correct? If Mosaic, provides manufacturer and typical parts list for existing panels on NHSL. Same response as question 6, see contract documents for existing panel layout and parts list. 36) Contract Drawing NHS-WO31A and NHS-WO44A have been modified to show MLK II PCB I/O boards with the statement that Contractor shall provide all I/O cards based on new MLK II. Is its SEPTA intent to replace all the I/O PCB s with new MLK II I/O boards and cables? Same response as question 2 37) West Overbrook MicroLok I, MicroLok II racks and Non-Vital MicroLok rack missing from contract drawings. Please provide. Complete set of plans of West OverBrook will be provided to successful bidder. See typical Microlok II Rack layout which have been added to contract documents. 38) Typical MicroLok II Rack Layout Contract Drawing NHSL (Sheet 205) is in conflict with Contract Specification D.6 which states Each VMIS unit shall be provided with:.. Please clarify typical MLK II system layout.

8 Vital and NV I/O Bit assignment must match the vital / NV MLK II Bit Assignment drawing for each respective locations. Revised spec section D.6 39) Per , Contractor shall terminate all new cables. Per , Contractor shall furnish and install all cable and conduit. Section on Excavation is mentioned but not provided in the contract documents. Can you confirm if contractor will be responsible for trenching cable to field devices and remote enclosures? Same response as question 5 40) What is the scope of work envisioned under Field engineering? None of the contract documents described in that section appear to be provided. See Addendum No ) The Due date for this project is It is impossible to design these locations, procure the material and equipment and shop wire these locations within this timeframe. Please confirm that the date is correct. See Addendum No. 4 for current bid opening deadline 42) This is a complex project and needs more time to formulate an accurate bid. A vendor is requesting a 3 week extension to the current bid due date of , (to January 13th, 2017). See Addendum No. 4 for current bid opening deadline. 43) A vendor requests that the bid due date be extended an additional 2 weeks See Addendum No ) Regarding Specification Section 13578, 1.2.C.2 and 1.3.G, Training: Is the Contractor to provide product training for MicroLok II and PF track circuits? Spec section is to be deleted 45) Regarding Specification Section Communications Cable, Part 1.0 General and Part 3 Installation There seems to be a conflict between the requirements described in these sections and our understanding that this is a Lump Sum Material bid. Please clarify.

We respectfully request an extension to January 31, 2017 which would give us the time needed to collect and submit questions, and receive SEPTA responses. No 50) According to the contract specifications it states though out that the Signal Equipment will be installed by the contractor. We have heard that the Signal Equipment will be installed by SEPTA. Please clarify who is responsible for the installation of the equipment. Same response as question 12
