2 Psitin Objectives The General Manager Husing Suth Divisin is respnsible fr managing HHS s husing prvisin within metrplitan and suburban Melburne and Barwn Suth West. This includes but is nt limited t: Managing Operatinal aspects f HHS Husing in the divisin: Managing all peratinal aspects f Lng term and Transitinal rental husing prvisin within the Gegraphic areas f Metrplitan and suburban Melburne and Barwn Suth West cmprising als Ballarat and Bacchus Marsh t regulatry and agency standards. Managing maintenance peratins fr Haven; Hme, Safe s husing prtfli. Managing relevant HHS relatinships: Managing the lead rles within the rganisatin fr psitining HHS as the primary Husing Assciatin (HA) f chice fr gvernment in the redevelpment and asset transfer f public husing stck and the develpment f new stck within the regin and elsewhere in the state. Drafting submissins t the Office f Husing fr the redevelpment f assets transferred, in rder t achieve better neighburhd renewal pprtunities fr the cmmunity and HHS. Managing service arrangements and quality: Ensuring utstanding service levels in tenancy and prperty management in bth lng term and shrt term prperties managed by HHS and cntracted registered husing prviders where agreements have been negtiated. Wrking clsely with the General Manager Hive Prperty Slutins t prvide, prmte and reduce the number f VT and VUT days as well as stck prcurement and resurcing thrugh an annual SLA. Cllabrating with ther HHS key staff: Wrking with the Develpment & Finance areas n develpment and redevelpment prjects t ensure these prjects meet rganisatinal and tenant needs and bring them t a satisfactry cnclusin. Wrking clsely with the General Manager Husing Nrth Divisin with regard t integratin and cnsistency acrss Metr and Reginal areas (Bendig, Mallee, Geelng). Wrking clsely with the rganisatin s Cmmunity Engagement Officer fr tenancy liaisn initiatives. Representing the HHS visin including managing stakehlder relatinships: Wrking with ther stakehlders acrss Victria (tenants, NGO s, state and Lcal Gvernment) t identify pprtunities fr affrdable husing develpment & peratinal imprvements. Ensuring that the purpse, visin and values f the rganisatin are understd and underpin all activities within the divisinal prgram areas. Respnsibilities and Duties The General Manager Husing; Suth Divisin has the fllwing respnsibilities: 1. Strategic Directins (with a fcus n husing services delivery) 2. Business Operatins 3. Peple Management 4. Relatinships (with a fcus n Tenant cnsultatin and participatin & stakehlder engagement) 5. Management Reprting and cmpliance Strategic Directin Develping, implementing and reviewing (as required) plicies and prcedures acrss all key aspects f the rganisatin s husing management activity, in cnsultatin with the Executive Directr Suth Operatins and CEO, (including access, allcatin and transfer plicies, tenancy management etc) t ensure cmpliance with the rganisatin s husing services bligatins, plicy and values and recgnised best practice.

3 Identifying gaps in service delivery fr the prvisin f high quality affrdable husing and supprt services by Ensuring the prcesses and plicies in place fr rent cllectin and lettings perate t a high level f effectiveness and efficiency t minimise debt accumulatin, prperty availability and maximise rental incme frm leasing; Prviding advice and guidance t Tenancy and Prperty Services team members n cmplex matters f tenancy management, husing plicy and practice, as required; Ensuring prperty inspectins are undertaken and defects and/r adaptatins are dealt with in a timely and cst-effective manner; Managing the designated prperty prtfli in accrdance with the rganisatin s plicies as well as statutry and service delivery bligatins; Representing the rganisatin at the Victrian Civil and Administrative Tribunal and ther frums as required. Wrking with the Office f Husing, Lcal Gvernment and ther stakehlders t identify pssible pprtunities, win cntracts and undertake estate redevelpment and neighburhd renewal prjects. Develping discussin and psitin papers fr Gvernment and ther stakehlders and internal strategy dcuments t assist in achieving the abve utcmes. Business Operatins Overseeing the activities f the Tenancy teams in Metr and Geelng t prvide excellence in tenancy and prperty management in lng term affrdable rental husing and transitinal husing including, prviding infrmatin abut the husing market, ensuring the rights and respnsibilities f tenants are understd and upheld, prperties are well maintained and service standards are met. Managing a small number f prperties as well as lking after tenancies when Tenancy and Prperty Managers are n leave (this will be assessed and negtiated with Executive Directr Suth Operatins depending n length f the leave and number f staff away). Overseeing the activities f the maintenance department and t prmte cntinuus imprvement strategies aiming t ensure cst effective, respnsive maintenance services t tenants f Haven; Hme, Safe husing. Ensuring HHS s wn activities meet perfrmance standards nw and int the future. Wrking with cntracted registered husing prviders t ensure they meet the Husing Act perfrmance standards. Overseeing wrk n develpment and redevelpment prjects in cnjunctin with and liaising with the Executive Directr Suth Operatins, General Manager Husing (Nrth Operatins) & Chief Develpment Officer. Peple Management Recruiting, develping and managing team members in accrdance with the rganisatin s plicies, prcedures and values t supprt the delivery f quality husing services t clients. Managing and develping the Metr and Geelng Team Leaders t ensure that their develpment is fluid and active and prvide fr an pprtunity fr them t backfill this rle. Develp wrk plans fr team members in cnsultatin with the Executive Directr Suth Operatins and individual jb hlders, reviewing perfrmance and prviding feedback n a regular basis in accrdance with the Perfrmance Develpment prcess. Develp and implement Perfrmance Imprvement plans as necessary. Acting as a rle mdel and mentr fr the Tenancy Team members prviding leadership and guidance n all areas f tenancy management and related matters. Hlding regular ne-n-ne and team meetings t keep team members updated n pertinent issues. Relatinships

Wrking clsely with and supprting the Executive Directr Suth Operatins t ensure exemplary standards and perfrmance in the quality f husing and client services. Develping cntacts and relatinships with key persnnel within the Office f Husing, lcal Gvernment and ther stakehlders t lbby and strengthen HHS s psitining as the primary husing assciatin f chice in the redevelpment and asset transfer f public husing stck, the develpment f new stck, estate redevelpment and neighburhd renewal. Assisting in the develpment and implementatin f tenant satisfactin surveys and ther tenant cnsultatin initiatives, including analysing and reprting n findings and identifying recmmendatins fr imprvement. Ensuring that apprpriate prcedures are in place t recrd, reprt and reslve tenancy related cmplaints in a timely, fair, cnsistent and effective manner. Ensuring that apprpriate arrangements are in place fr tenants t prvide feedback and actively participate in the rganisatin s husing and develpment related initiatives with Tenancy Operatins team members n a regular basis. Management Reprting and Cmpliance Mnitring the implementatin f the rganisatin s rent cllectin and arrears recvery plicy, cmpiling regular management reprts which track team and rganisatinal perfrmance in this revenue critical area. Mnitring perfrmance and achievements acrss a range f defined areas f service delivery, identifying areas fr imprvement in bth data cllectin and team perfrmance in cnsultatin with the Executive Directr Suth Operatins and CEO. Preparing a range f management and Bard reprts and ther infrmatin, as required, within agreed frmats and timeframes acrss a range f defined areas f service delivery. Other duties, functins and respnsibilities as directed by Haven, Hme Safe. The range f tasks set ut in this jb descriptin is nt exhaustive, and all emplyees will be expected t undertake a range f duties assciated with their areas f respnsibility t ensure a high standard f service delivery t internal and external clients. Any substantial changes in rle requirements will be discussed with the incumbent as part f a frmal cnsultatin prcess.
