1 Position Description Position title: Operations Manager Reports to: Chief Executive Officer Location: Portarlington, Victoria Salary: Status and Term: An attractive remuneration package is offered including superannuation and negotiated use of a vehicle. Permanent, full time, 38 hours per week Organisational Overview Bellarine Bayside Foreshore Committee of Management (Bellarine Bayside) is a Committee of Management appointed by the Minister for Energy, Environment and Climate Change under the Crown land (Reserves) Act 1978 to manage, improve, maintain and control the foreshore reserves on the northern Bellarine Peninsula, between Portarlington and St Leonards. Along the foreshore, Bellarine Bayside is responsible for beaches, public open space and parks, flora and fauna, foreshore buildings and infrastructure, coastal trails, boat ramps, pubic amenities, community facilities, licences and leases and operating caravan parks and seasonal camping grounds. Bellarine Bayside employs a Chief Executive Officer and approximately 25 staff to deliver its programs. Bellarine Bayside manages three seasonal camp grounds at Indented Head and two at St Leonards and one year-round caravan park being the Portarlington Holiday Park (PHP), at Portarlington. Camping and caravanning has been permitted on these coastal reserves for the past 60 years. The revenue received from Bellarine Bayside s camp grounds and the PHP are entirely invested back into the management and enhancement of the camp grounds, Holiday Park and the Northern Bellarine foreshore reserves and community assets. The PHP is operated by a seasonally variable workforce of between 4 and 10 Full Time Equivalents. The PHP, one of the largest caravan parks in Australia, consists of 1255 sites in total, of that, 375 sites are

2 categorised as Twelve Month Permit holders, 880 sites are general powered tourist sites and there are also 20 permanent cabins. Within the park s footprint there is also a boat ramp for patrons. Position Objective Oversee a workforce and contractors responsible for all maintenance activities across the foreshore s natural and built assets Develop and implement of a broad range of foreshore projects identified in relevant strategic plans Oversee operations activities to ensure the smooth running of six camping reserves Provide advice to the CEO and Committee relating to the development and maintenance of the foreshore Work in partnership with key agencies, lessees and community groups Develop and maintain budgets relating to capital projects and maintenance activities. Key Responsibilities and Duties Reserve maintenance Manage a workforce to deliver day to day aspects of reserve management including routine maintenance and cleaning activities Develop tenders and oversee contractors to assist with the delivery of day to day maintenance and cleaning activities Oversee the horticulture program ensuring that it is regularly reviewed and necessary identified works are carried out in a timely fashion Develop and maintain a system which identifies works required on a cyclical basis and allocate jobs to the workforce and contractors in accordance with this program Develop and implement a system which tracks requests for works and repairs to assets both built and natural Ensure risk works are undertaken in a timely fashion to ensure maintenance of public safety and satisfactory continuance of our business obligations and customer service standards. Foreshore projects Develop projects to enhance and maintain the natural environment and built assets in accordance with approved budgets and strategic plans Source grant opportunities from local, state and federal governments and philanthropic organisations for the delivery of strategic projects identified in Bellarine Bayside s adopted plans Manage the implementation of approved capital projects. Camping reserve operations Liaise with campers to develop an understanding of their issues and needs and to ensure staff are acting in accordance with established policies and procedures Ensure that all conditions, rules, regulations, legislation, and laws pertaining to public reserves are communicated and enforced Ensure camping reserves are cleaned and maintained to preserve public health and safety and to established standards.

3 Provision of advice Prepare reports which offer strategic and technical advice regarding the protection and enhancement of foreshore assets Prepare reports to advise the CEO and Committee on the implementation of annual capital and maintenance programs Participate in forums and conferences aimed at sharing knowledge and improving decision making in relation to the management of coastal reserves. Works approval applications Prepare applications for consent to undertake works in accordance with the Coastal Management Act 1995 provisions Prepare applications for approval, where required, to undertake works in accordance with Planning Act provisions, including Cultural Heritage permit applications. Budget preparation and oversight Prepare and manage an annual operating program budget for the coastal reserve which is consistent with approved plans and strategies for Committee approval Prepare an annual capital works program budget for the coastal reserves which is consistent with approved plans and strategies for Committee approval Oversee the maintenance and replacement of plant and equipment used by works staff. Working in partnership and community engagement Develop a close working relationship with relevant personnel from key partnering organisations including the City of Greater Geelong, DELWP, Parks Victoria and other Coastal Committees of Management Work with relevant authorities to develop and implement strategies aimed at managing, in a systematic manner, the consequences of natural coastal processes, storm events and climate change including beach renourishment, sand management, cliff protection and erosion Work with other relevant agencies and volunteer groups to develop and implement cost effective and strategic weed management programs Facilitate the formation of volunteer groups to assist with the protection and enhancement of the natural environment Develop engagement activities to do with proposed works in accordance with the Committee s Communications Plan. Workforce and public safety Lead the organisations management of OHS systems and legislative and regulatory compliance Promote safe work practices and compliance with all health and safety obligations Develop and implement safe operating policies and procedures Consult with employees on changes to workplace policies, procedures and equipment Lead the development and implementation of emergency management plans Develop and implement a system of audits of key assets to ensure they remain in safe working condition at all times. These audits to include, but not be limited to, trees, playgrounds, boat ramps, jetties, roads, trails and pathways.

4 Other In cooperation with the Business and Finance Manager, establish and maintain an assets register and an asset management plan Maintain a register of all plant and equipment and ensure all assets on the register are replaced in a timely fashion to ensure maintenance of contemporary standards, including OHS, and within approved budgets Represent Bellarine Bayside at community meetings, industry meetings, functions and events. Participate in on call rosters ensuring proper oversight of operations activities 365 days per year Contribute to education and information activities pertaining to the protection and enhancement of the natural coastal environment Deputise for the Chief Executive Officer from time to time. After hours and on call The incumbent will be required to: o o Participate in on call rosters Work on some public holidays and weekends o Not take leave through the peak summer camping period. Knowledge, skills and qualifications Qualifications the incumbent will hold tertiary qualifications in a relevant discipline e.g. Natural Resource Management, Horticulture or Engineering. The incumbent must hold a current Victorian drivers licence. Natural and built environment management the incumbent will have qualifications and experience in managing natural and built assets. It is likely the incumbent will have public sector experience in a senior or middle level role in a local government or government agency Planning experience in planning works aimed at maintaining and enhancing publically owned natural and built environments will be expected Project management demonstrable project management skills are essential to the successful outcomes of this position Staff management competence in managing people in a contemporary public sector environment is essential to the position Asset Management established public sector asset management practices will need to be employed Contract Management The position objectives are in part achieved through delivery of services provided by contractors. These services relate to ongoing activities (e.g. cleaning, waste management, security etc.), cyclical activities and projects. The incumbent will need to be able to contribute to the development of tender documents, assess tenders and supervise contractors in accordance with contract documentation Budgeting - the incumbent will be accountable for the development and maintenance of the budget within their control. The incumbent will need to work within Bellarine Bayside s procurement policy framework Report writing provision of well written, well thought through reports for Chief Executive Officer and Committee of Management will be required

5 Communication skills the incumbent will need to make presentations to the Committee, staff groups, community and others Computer skills the use of a range of software will be required including the suite of MS Office programs, project management and mapping applications Service excellence Bellarine Bayside operates publically owned, service orientated camping facilities and maintains high profile Crown Land assets. There is an expectation that a responsive, courteous and flexible approach to service will be demonstrated at all times. Remuneration An attractive remuneration package will be offered including use of a Bellarine Bayside vehicle. Demonstrated operational management experience in a similar field (e.g. parks and gardens, asset management, foreshore and/or camping reserves) with tertiary qualifications in a relevant discipline. 2. Proven ability to develop and implement effective annual capital and maintenance work plans 3. Proven experience in staff, project, asset and service contract management 4. High level written and verbal communication skills including experience in preparing strategic reports, grant applications, tenders, budgets and rosters 5. Proven ability to establish and maintain sound relationships with a broad range of stakeholders at all levels including state and local government, and community. 6. Ability to lead organisational OHS systems including safe operating practices, audits and emergency management plans
