1 Kitsap 911 Class Specificatin PUBLIC SAFETY COMMUNICATIONS SUPERVISOR Reprts t: Deputy Directr Receives directin frm: Operatins Prgram Manager, Training Prgram Manager, Prfessinal Standards Prgram Manager Supervises: Public Safety Telecmmunicatr Trainee, I, II, and Public Safety Cmmunicatins Assistant Supervisr General Statement: (CALEA 4.1.4a) Public Safety Cmmunicatins Supervisrs perfrm respnsible supervisry emergency cmmunicatins wrk fr the all lead dispatchers, dispatchers and call receivers. Respnsibilities include: planning, rganizing, supervising, and scheduling persnnel; enfrcing and implementing all plicies and prcedures as set frth by the Directr, Assistant Directr, and/r the Kitsap 911 gverning Bard. Supervisrs ensure rderly and efficient peratin and high service quality in the dispatch center. Supervisrs maintain awareness and knwledge f all activities taking place within the Center during their assigned shift, and are ultimately respnsible fr the utcme f thse activities. Supervisrs wrk clsely and cperatively with the Deputy Directr, and Operatins and Training Prgram Managers t maintain service excellence and actively seek t imprve f all phases f the peratin. Kitsap 911 is a critical 24/7 public safety agency which perates in all weather and emergency cnditins. Examples f Duties: These listings are nt designed t list every duty r respnsibility, but rather t illustrate the essential functins and respnsibilities the jb: Supervise assigned staff, including setting wrk pririties, planning, rganizing, assigning, advising, assisting, mtivating and training as necessary. Evaluate the wrk f assigned staff. Participate in the selectin f new emplyees, including making recmmendatins t the Deputy Directr and/r Executive Directr regarding hiring, discipline, transfer and terminatin. 2 Investigate cmplaints, disciplinary prblems, and ther persnnel issues in accrdance with established plicies and prcedures. Attend, participate in, and/r cnduct disciplinary meetings, cunseling sessins, and disciplinary hearings as apprpriate. Participate in staff functins such as supervisr meetings, shift meetings, etc. Ensure all emplyees are adequately briefed fr each shift wrked. Keep management infrmed n all peratinal and administrative issues n assigned shift. Prvide input/dcumentatin n persnnel perfrmance as apprpriate. Perfrm the duties f any vacant dispatch psitins due t sickness, vacatin, r ther absences. Mnitr, review and generate reprts regarding CAD (Cmputer Aided Dispatch) activities at each cnsle t ensure details are being prperly handled. Ensure that equipment maintenance is perfrmed as required r necessary; respnsible fr the maintenance f adequate supplies, frms, etc. fr Center. Crdinate with the Deputy Directr and/r Executive Directr in preparing shrt and lng-range plans fr Kitsap 911 and the agencies it serves; prvide cntinuus planning t imprve and facilitate ecnmical and effective use f persnnel, equipment, and facilities. Suggest and implement additinal training t insure prper use f equipment and up-t-date techniques t be emplyed. Cllect data under the directin f the Executive Directr/Deputy Directr and/r Operatins, Training r Prfessinal Standards Managers. Maintain security f the Center. Schedule duty assignments, cunsel Center persnnel affected by discipline r mrale prblems, prepare new perating prcedures as needed, and effectively maintain the reprting prcedures in the center. Mnitr nging radi frequencies, telephne calls, alarms and taped cmmunicatins t ensure efficiency, quality and peratin. Meet with lcal, state and federal fficials t crdinate emergency cmmunicatin plans in the event f civil r natinal disaster. Reslve minr cmplaints frm the public and emergency grups served by the Center by checking tapes and cnferring with persnnel cnnected with cmplaint, as requested by the Deputy Directr. Wrking Envirnment/Physical Requirements fr all jb levels wrking n the dispatch flr: (The physical demands described are representative f thse that must be met by the emplyee t successfully perfrm the essential functins f this jb. 3 cmmunicatin dispatch center. Sitting fr lng perids f time while perfrming dispatch duties. Reaching, handling/grasping dcuments. Walking shrt distances. Visin sufficient t read written materials and cmputer screen data. Repetitive mtins while entering infrmatin in t cmputer keybards fr extended perids. Clear speaking and hearing sufficient t cmmunicate effectively and respnd apprpriately thrugh the Cmputer Aided Dispatch System. Use f telephne-peratr type headsets t precisely hear vices and ther sunds. Wrking a variety f rtating shifts in a 24 hura-day, 7 day-a-week peratin with diverse shift schedules (such as day shift, swing shift, graveyard, and ther variatins). The jb may require wrking irregular hurs, weekends, hlidays, mandatry vertime required reprting regardless f weather cnditins, and smetimes, and limited time ff. Exertin f frce f 20 punds ccasinally and/r 10 punds frequently t lift/carry/mve bjects, files, and ther materials. Incumbents may be expsed t: Cmputer mnitrs, and high nise levels and sunds, i.e. tnes and alarms. Ptentially very emtinally demanding cnditins when cmmunicating with distraught callers, victims f crimes, vilent r hstile individuals. Minimum Qualificatins Three years experience at the Public Safety Telecmmunicatr II and/r Public Safety Cmmunicatins Assistant Supervisr level at a high-vlume plice, fire r emergency medical dispatch facility (150,000 dispatched events per year) with enhanced and Cmputer-Aided Dispatch (CAD). 4 Preferred Educatin, Experience r Other Qualificatins High schl graduate r GED equivalent. Required Licenses, Certificates, Examinatins/Tests and Other Requirements Please nte: The incumbent is respnsible fr btaining and maintaining all f the fllwing required licenses, certificatins and ther requirements. Prir t emplyment the successful candidate must: Pass a series f written and cmputer based pre-emplyment examinatins. Successfully pass each part f a multi-phase pre-emplyment examinatin, which includes medical/fitness, hearing test, drug test, and psychlgical examinatins as well as a criminal backgrund check that includes a natinal fingerprint check thrugh law enfrcement (CALEA and 4.3.8). At time f appintment, the successful candidate must pssess (and maintain during emplyment) the fllwing: A private telephne line fr 24-hur availability. A dependable means f transprtatin. Willingness t carry a pager and/r cellular phne A valid Washingtn State Driver s License. At the time f appintment, the successful candidate must pssess: AED and Adult, Child and Infant CPR certificatin Emergency Medical Dispatch Certificatin as required by the Kitsap Cunty EMS Cuncil; Telecmmunicatr I (T1) and Telecmmunicatr II (T2) certificatin thrugh the Washingtn Criminal Justice Training Cmmissin; WACIC (ACCESS level 2) certificatin as required by the Washingtn State Patrl; and NIMS ICS certificatin as required by Department f Hmeland Security AND Demnstrate prficiency with cmputer aided dispatch system, call receiving, and law enfrcement r fire/medical dispatch. 6 Perfrm shift wrk under peridically highly emtinally demanding cnditins. Wrk ver 40 hurs in a wrkweek as needed. All classificatins emplyed n the dispatch flr are: Classified as eligible fr vertime under the Fair Labr Standards Act (FLSA) Cvered under a cllective bargaining agreement (CBA) with the Kitsap 911 Emplyee s Guild.
