EXECUTIVE SUMMARY Brief outline stating name of river bed, proposed project area, location, method of mining, period etc. to be mentioned. The Kangsabati or Kasai River is a major river system in the study area. It originates from Chhotonagpur plateau and flows in the district Paschim Medinipur and conjoined with Keleghai and falls into the Haldi River. The river is navigable during rainy season. River Kumari in Bankura and Cossye from Kapastikri in Paschim Medinipur are the main tributaries of Kasai River. The river carries a large amount of silt causing silting up the channel. Sri. Manoranjan Das is residing at Radhanagar, P.O-Khalseuli, P.S-Jhargram, Paschim Midnapore, West Bengal. Sri. Manoranjan Das has vast experience in River sand Mining and Trading and he was Sanctioned 25 acres Long Term Mining Lease in Kangsabati river bed at Mouza Rerapal, J.L.No.132, plot No.552/700 (p), P.S- Kotwali, District- Paschim Midnapore, West Bengal. 3 2. INTRODUCTION 2.1 Identification of Project and Project Proponent Sri Manoranjan Das is the Lessee of the proposed Mine. The details are as given below: Name of the applicant Sri. Also there is no Dam and natural water resources within 50.0 m of the sand mining area. The minimum distance of the area from the river bank is 10.0 m and the maximum depth of the extraction shall be 2.0 m. The extraction shall be always carried out above the water level. The skimming will be done manualiy in layers of 1.5 to 2.0 m thickness. The loading of the sand will be done manuaily on tippers/tractors. Mining shall be restricted to a maximum depth of 3.0 m or up to water level whichever is less so that turbidity of the water will not get affected. In order to protect the natural permeability and porosity of the filter material due to compaction of filter material of river bed, no heavy vehicles and machine shall be used. A ramp will be constructed and will maintain to connect the approach road to the mining area. Page 3

4 2.3 Scope of the project and its importance A stable river is able to consistently transport the flow of sediments produced by watershed such that its dimensions (width and depth) pattern and vertical profile are maintained without aggrading (building up) or degrading (scouring down). The amount of boulders, cobbles, pebbles and sand deposited in river bed equals to the amount delivered to the river from the watershed and from bank erosion minus amount transported downstream each year. The river is likely to take a parabolic shape due to mining. It will not happen in a year or two but the extraction / removal like this for years may lead to this ideal situation. The demand of crushed stone, bajri and sand is increasing day by day both for private construction activities and infrastructure development by the government agencies. The State Government has launched several projects of road construction, road widening, bridge construction and buildings. Thus, the sand extracted from the mining area contribute to the development of infrastructure and prosperity of the area / region. The mining activities are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Thus, the mining being done supports demand for sand in the area. The transportation of mined out materials via trucks will be covered so that there is minimum impact on the environment. 2.4 Employment Generation About 15 staff members including labours directly and approximately 15 Persons will be engaged indirectly in this mining project. 3 PROJECT DESCRIPTION 3.1 Type of project including interlinked and interdependent projects, if any: No others material is interlinked with this mining work. 3.2 Location: Mouza Rerapal, J.L. No.132, Plot No.552/700(P), P.S-Kotwali, Paschim Midnapore, West Bengal. Location plan of the site is shown below: Page 4

5 3.3 Size or magnitude of operation: This is a mining project for mining of sand above 5 Ha and there is no need of raw material fuel. The final Product will be sand which will be transported directly by road to the local Market as per requirement of market. 3.4 Project description with process details Method for developing as well as removal of all sorts of barriers from waterway of the river, before and during monsoon. This mine falls under B-2 category project as the lease area is <25 ha (as per MoEF Notification, 2006 and amended till date). The proposed project is manual extraction and collection of sand by employing local labourers from dry river bed up to maximum depth of 2.0 meter. Mining will not be carried out during monsoon season. The mining process involves collection of material by simple hand tool such as shovel, pans and sieves. This is followed by sorting and manual picking, stacking and loading into trucks/ tractor trolley for transporting Method of mining The project does not involve any processes such as drilling, blasting and beneficiation. The pits from where the material is picked are not deeper than 2 m as allowed in mining area and shall follow the normal channel direction of the river. These get replenished during monsoon. The only waste is silty sand/clay which is recycled back to the pits. The guidelines of the Ministry of Environment & Forests & Climate Change and Directorate of Geology and Mining will be followed; the most important is as under: Dry pit mining will be followed which means mining will be above the flowing river water level. Mining activity will be immediately stopped when water comes in the mining pits. RBM (sand, bajri & boulder) will be collected in slices up to a depth of 3 m or river water levels whichever less than prescribed. Stream will not be diverted to form inactive channel. Mining at the concave side of the river channel will be avoided to prevent bank erosion. Mining will be restricted minimum 25% (UPL) from lease boundary to minimize effect of river bank erosion and to avoid consequent channel migration. Plantation will be done on such area to isolate mining operation form the rest of the area. Area of mining lease will be demarcated prior to mining and pillars will be erected on ground. No mining operations shall be carried out in proximity of any bridge and or embankment. Working will be during day-time i.e. sunrise to sunset only; No constructions will be done at site except for construction of initial temporary shelter house; No water intake from river will be done. Water will be supplied by tankers from outside sources; No machineries will be used; Mining will be completely stopped during monsoon season. Above guidelines will be followed strictly. Page 6

7 3.5 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Product/S, Mode of Transport of Raw Material and Finished Product Since the proposed mining will be done by manually, no raw material, fuel will be required. Total sand extract from the mining will be sale out in domestic & nearby market as per the requirement. No export is proposed. Transportation will be done by covered trucks, tractors. 3.6 Plan of restoration of embankment / bank line damaged due to transportation of extracted riverbed materials. Transportation will be done by covered trucks, tractors. Extracted river bed materials will be transported manually to the approach road for loading in trucks Use of Mineral: Total sand extracted from the mining will be sale out in domestic & nearby market as per the requirement. No export is proposed Mineral Beneficiation: Not applicable 3.7 Availability of water its source, energy/ power requirement and source Water Requirement: Domestic water requirement at the mine will be about 3 KLD for drinking and others requirements. Water will be brought from tube well from nearby villages Power Requirement: There will be no power requirement. All work related to mining will be carried out manually with hand tools during natural day light. 3.8 Quantity of wastes including residual extracted materials left to be generated (liquid and solid) and scheme for their management/ disposal. The mining does not involve any processes such as overburden removal, drilling, blasting and beneficiation. The mining will involve extraction of river sand by simple hand tool, sorting, manual picking and loading into trucks / tractor / trolley for transporting. Hence there will not be any waste disposal yards proposed. Page 7

8 3.8.1 Solid Waste Generation & its Disposal: Not applicable as it is a small project Liquid Effluent: Sanitary waste water generated will be treated in septic tank followed soak pit outside the Mining block. Hence there will not be any impact due to the waste on the water environment. 4. 9 4.5 Rainfall and climate : The average annual rainfall occurs in the area is mm which is very much variable in nature from place to place. Most of it occurs during monsoonal period. At least 74.0 percent of the total annual rainfall occurs in monsoonal period. The average annual range of temperature varies from 25.5 C to 38.6 C in Purba Medinipur whereas in Paschim Medinipur it varies from 39.0 C to 10.0 C. The average annual rainfall occurs in Purba Medinipur is mm whereas in Paschim Medinipur it is mm. 5. PLANNING 5.1 Mining Plan: Unlike other minerals deposits, sand deposits are not in-situ deposits but are dynamic in nature. The deposition of sand takes places every year during monsoon. The amount of sand sediments deposition of sand in particularly river stretch may very year to year depending upon a number of factors like rain fall in the catchment area, bed slope, amount of sand excavated from that area etc' Also the thickness of the sand bed in a particular stretch of a river is not of uniform thickness. So the methods of reserve estimation usually used for estimation of other mineral deposit which are in situ in nature cannot be used to estimate the sand reserve. The reserve of sand in the proposed mine is estimated based on the following facts and assumptions: The lease area is sqm (10.17 ha) Sand deposition in the area is not of uniform thickness, the average thickness of the sand bed varies from 1.0m to 2m. Maximum depth of extraction shall be restricted to 3.0m. Extraction shall be done only from the identified sand bars having sufficient mineable thickness. However, for estimation of mineable reserve it is assumed that a layer of 2.Om thick shall be extracted from the entire area. Sand reserve in the proposed area considering an average thickness of sand bed 2.0m. Mineable reserve assuming that an average thickness of 2.0m sand can be mined from the entire area and 20 % of area comprising non mineable thickness (101, ) sqm = sq.m sqm x 2.0 m cum sq.m x 2.0 m cum Page 9

10 Considering 10% of sand block due to unconsolidated material ( ) sq.m = say 146,500 cubic meters of mineable sand reserve. As the quantity of sand that will be mined every year will get replenished every year during monsoon, the sand reserve will not get depleted. No influx of population is expected as labor shall be deployed from the local villages. About 8 staff members including labours directly and approximately 7 Person will be engaged indirectly in this existing mining project. 5.4 Land use planning : Given in the approved mining plan. 12 5.5 Amenities/facilities to the workers: Not applicable as it is a small project. 6. PROPOSED INFRASTRUCTURE 6.1 Mining area (Processing Area): Not applicable 6.2 Residential area (Non Processing Area): Not applicable as it is a small project. 6.3 Green belt: Plantation is not possible within the lease area as the mine is in the river bed. However, it is proposed to do done plantation of local species of treed along the approach road and along the river banks wherever possible. Adequate trees to be planted along with the road side for abatement of dust pollution generated due to plying of vehicles. 6.4 Connectivity : Mine site is well connected with road transport. Nearest railway station is at Medinipur Railway Station (5.00 km) of mine site. Nearest highway is a National Highway No. 60 Passes about (5.00 km). 6.5 Drinking Water Management : Drinking water will be sourced from nearby tube well. 6.6 Sewerage System : Not applicable as it is a small project. 6.7 Toilet facility : Temporary facility will be provided for the labours/workers. 6.8 Industrial Waste Management: N.A Page 12

13 6.9 Solid Waste management: Not applicable as it is a small project Power Requirement & Supply/ Source : Since the proposed mining will be done by manually, no power, fuel will be required. 7. REHABILITATION AND RESETTLEMENT (R&R) PLAN Existing project is on the River of Kangsabati and very small in magnitude, so,no R&R Plan is required as no displacement of people is proposed for the mining project. 8. PROJECT SCHEDULE & COST ESTIMATES Project Cost for Sand mining is Rs. 18 Lacks. 9. ANALYSIS OF PROPOSAL The project is for mining of sand which will be utilized locally for construction of small building and road work. As per policy of Government of West Bengal the revenue generated is utilized by the local village panchayat for development and welfare of urban area. The methodology of mining will involve only removing of a thin layer of sand about 1.5m to 2.0 m thin layers upto maximum of 3.0 mtrs. After removing of top layers and during rains the removed sand will be again replenished. This cycle will continued and sand mining will not have any impact on river bed and environment.
