3 CHAPTER-1 INTRODUCTION OF THE PROJECT 1.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT Singo Industries Limited is proposed 200 TPD Clinker and 600 TPD Cement Grinding Plant at Vill: Sarutari, Mouza: Sonapur, Dist: Kamrup (Metro), Assam (Pin ) and having its Registered Office at H.No. 63, Ahmedpur, P.O. Bhawraguri, Kokrajhar , Assam and Corporate Office at 2nd Floor, H.No.-1, Namghar Path, Opposite Dairy Gate, Khanapara, Guwahati , Assam. The manufacturing process of cement is basically based on VSK technology. In vertical Shaft Klin technology the kiln is stationary, vertical and tubular kiln. Cement packing machine TPH per spout The proposed products fall under Category 3(b) as stated in Environment Impact Assessment Notification Published on 14 th September, 2006 and its Subsequent Amendments. Singo Industries Limited, a Public Limited Company, incorporated on 29th of May Singo Industries Limited is an ISO QMS 9001:2015 certified company under the able Chairmanship of MD Foyzal Hoque who 1
4 is also the CMD of the company; under the Vice-chairmanship of Dilbor Hossain and Directorship of MD Habibar Rahman. The promoters of the company are successful business man and registered civil contractors of the northeast and have always been keen to look for new business opportunities. Total plot area of the project is Sq. meter from which 4250 Sq. meter (33%) will be developed as greenbelt. The estimated cost of the proposed project is Rs Crore. Total 100 (Direct: 30 & Indirect: 70) personnel will be required, including skilled persons, unskilled persons and office staff. 1.2 PROMOTERS BACKGROUND Presently following are the Director of the company: 1. Ms. Jimita Singh 1.3 BRIEF DESCRIPTION OF NATURE OF THE PROJECT Singo Industries Limited proposes to set up 200 TPD Clinker and 600 TPD Cement Grinding Plant at Vill: Sarutari, Mouza: Sonapur, Dist: Kamrup (Metro), Assam Need for the Project and Its Importance to the Country and/or Region India is the world's second largest producer of cement after China, with cement companies adding nearly 11 million tonnes (MT) capacity during April-September 2009, taking the total installed capacity to around 231 MT by September According to the latest report from the working group on the industry for the 12 th fiveyear Plan ( ), India would require overall cement capacity of around 480 million tonnes. This would mean the industry will have to add another 150 million tonnes of capacity during the period. Indian cement industry comprises of nearly 500 large Plants. India has per capita consumption of mere 125 kg as against China of 800 kg, 960 kg of South Korea and 450 kg of Thailand remains one of the lowest, as compared to the world average of 267 kg. This indicates that there is substantial latent demand for cement in the country. Considering these statistics, there seems to be a good scope for cement consumption to increase over the years. Thus, the cement industry is a one of the core sectors for the growth of the country. Cement is one of the most basic construction materials, and hence, an essential item for the infrastructure development of the country. Fast rising Government Expenditure on Infrastructure sector in India has resulted in a higher demand of cement in the country. 2
5 1.3.2 Demand-Supply Gap The gap between demand and availability of cement products sources is likely to increase over the years. The growing demand and supply gap would require increasing emphasis to be given to the exploration and production sector. 6 CHAPTER-2 PROJECT DESCRIPTION 2.1 TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT PROJECTS Industrial development in India has increased economic growth and improved living standards of people. These growths are achieved through industrialization, infrastructure development. The industrialization has played a major role in development of the country. This industrialization has also many other benefits. Although the industrial development leads to rapid consumption of natural resources, fuel etc.in day to day operational activity. To control the pollutions from industrial activity, government has framed regulations which are governed by MoEF. 2.2 LOCATION Singo Industries Limited is proposed 200 TPD Clinker and 600 TPD Cement Grinding Plant at Vill: Sarutari, Mouza: Sonapur, Dist: Kamrup (Metro), Assam Total plot area of the project is Sq. meter from which 4250 Sq. meter (33%) will be developed as greenbelt. National Park and / Sanctuary Amchang Wild life sanctuary 2.2 PROCESS DESCRIPTION For detailed manufacturing process, please refer Annexure-4 of Additional Attachment. 2.3 RAW MATERIALS REQUIREMENT WITH THEIR SOURCE AND TRANSPORATATION Raw material will be purchased from local market and convenient mode of transportation is either road/ railways. For product wise raw material requirement please refer Annexure-5 of Additional Attachment. 2.4 RESOURCE OPTIMIZATION / RECYCLING AND REUSE IN THE PROJECT The materials are packed and stored in a very organized way, segregated as Solid area in warehouse. We will adopt good practices in place like good house-keeping, good Manufacturing practices, best Environment control, safety and health practices. By adoption of continuous improvement in technology and processes the desired reduction in process waste generation will be achieved. By proper and efficient handling of raw materials, wastages of raw materials will be reduced. 6
9 2.5 AVAILABILITY OF WATER ITS SOURCE, ENERGY / POWER REQUIREMENT AND SOURCE Water Fresh water consumption will be 88 KLD (Domestic: 8 KLD, Industrial & others: 70 KLD & Green Belt: 10 KLD). Water will be sourced from ground water Power Total power requirement will be KW. Power supply shall be taken from Assam State Electricity Board. DG set of 1000 kva will be installed. This is standby source of power, which is used only in case of power failure. 2.6 QUANTITY OF WASTES TO BE GENERATED AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL For details of water consumption and wastewater generation Annexure-6 of Additional Attachment. For details of process and flue gas emission refer Annexure 7 of Additional Attachment. For details of Solid/hazardous waste generation refer Annexure 8 of Additional Attachment. 7
10 CHAPTER-3 SITE ANALYSIS 3.1 CONNECTIVITY The unit is located in such area which well connected to rest of the country through highways, railways and airports. Nearest Railway station Digaru Railway Station NE 3.2 COMMUNICATION Proposed project site is already well connected with telephone, telefax etc. all the communications facilities are well developed in the area. 3.3 TOPOGRAPHY AND GEOGRAPHY OF THE STUDY AREA To the north, the District Kamrup shares its boundary with Bhutan while the southern boundary of the District Kamrup is shared with Meghalaya. The eastern boundary of the District Kamrup is shared by District Darrang and District Morigaon while District Goalpara and District Nalbari are located on the western boundary. The entire area of the District Kamrup is situated at the plains of the Brahmaputra Valley. The district Kamrup is well drained by River Digaru. A number of seasonal streams ordinate from the study area and merge with larger streams and rivers as tributaries of the river Brahmaputra, viz. Puthimari, Bornoi, Kulsi, Pagladiya, Kalajal, and Nona. The tributaries of the Brahmaputra in the District originate from the foothills of the Himalayan range. 3.4 CLIMATE OF THE STUDY AREA The climate of the study area is humid and tropical. A hot and humid pre-monsoon from March to mid May, a prolonged southwest monsoon or rainy season from mid May to September, a pleasant post monsoon or retreating monsoon from October to November and a cold pleasant winter from December to February are the characteristics of the general climate. Summer runs concurrently with the later part of the pre-monsoon season and continues throughout the monsoon season. 8
11 The four climatic seasons viz. pre-monsoon, monsoon, post-monsoon and winter could be considered as comprising of the following months: Pre-monsoon : March, April and May Monsoon : May, June, July, August and September Post-monsoon : October and November Winter : December, January and February Sometimes, the monsoon commences in mid-may and ends in mid-september. Therefore, the boundaries between the seasons are not very rigid. The months November, December and January are considered to be representative study period. The total rainfall in year is observed to be 1680 mm. Distribution of rainfall by season is 34.0 mm in winter (December to February), mm in summer (March, April, May), mm in monsoons (mid May to September) and mm in post-monsoons (October to November). 3.5 LAND USE PATTERN Land use, in general, reflects the human beings activities on land, whereas the word land cover indicates the vegetation, agricultural and artificial manmade structures covering the land surfaces. Identification and periodic surveillance of land uses and vegetation covers, in the vicinity of any developmental activity is one of the most important components for an environmental impact assessment, which would help determine the impact of the project development activity on the land use pattern. 3.6 SOCIAL STRUCTURE All the infrastructures are available within city like Schools, Colleges, Hospitals & community facilities even nearby area of the project site is also developed. 9
12 CHAPTER-4 PLANNING BRIEF 4.1 PLANNING CONCEPT Singo Industries Limited proposes to set up 200 TPD Clinker and 600 TPD Cement Grinding Plant at Vill: Sarutari, Mouza: Sonapur, Dist: Kamrup (Metro), Assam LAND USE PLANNING The general Plant Layout has been planned considering production facilities, auxiliary and ancillary facilities and plant utilities & services. Total plot area of the project is Sq. meter from which 4250 Sq. meter (33%) will be developed as greenbelt. Land use shall be as build up area of buildings, storage facility, roads, greenbelt, open land etc. The land use break-up is as under: No. Break up of Land Area in Sq. meter 1. 13 CHAPTER-5 PROPOSED INFRASTRUCTURE 5.1 INDUSTRIAL AREA The company has acquired land area of Sq. meter in which company will start their production capacity. 5.2 GREEN BELT The main objective of the green belt is to provide a barrier between the source of pollution and the surrounding areas. The green belt helps to capture the fugitive emission and to attenuate the noise generated apart from improving the aesthetics. Development of green belt and other forms of greenery shall also prevent soil erosion and washing away of topsoil besides helping in stabilizing the functional ecosystem and further to make the climate more conducive and to restore water balance Sq. meter (33%) area will be developed as greenbelt, Green belt is developed at plant boundary, road side, around offices & buildings and Stretch of open land. The selection of tree species suitable for plantation at the industry were governed by guiding factors as stated below: The trees should be tolerant to air pollutants present in the area The trees should be able to grow and thrive on soil of the area, be evergreen, inhabitant, having minimum of leaf fall. The trees should be tall in peripheral curtain plantation and with large and spreading canopy in primary and secondary attenuation zone. The trees should posses extensive foliar area to provide maximum impinging surface for continued efficient adsorption and absorption of pollutants. The trees should be fast growing and indigenous and should maintain ecological, land and hydrological balance of the region. It is also recommended to plant few trees, which are sensitive to air pollution, as air pollution indicator. It is also recommended to carry out extensive plantation within premises. Keeping in view the climatic conditions, status of soils and vegetation types in and around the project area the species shall be selected for proposed green belt development. 5.3 SOCIAL INFRASTRUCTURE Infrastructure such as drinking water facility, canteen, proper sanitation, etc. will be provided as per requirement for the workers working in plant. The Project proponent will contribute 2% of total profit towards CER (Corporate Environmental Responsibility) activity like following in nearby villages; 11
14 Education Facilities:- Facilities for village schools like game kits, drawing kits, table-chairs; school construction (classroom/toilet/school boundary), ceiling fans or books for school library Health Facilities:- to provide assistance to existing health facilities in Nearest Hospital, for improvement in health facilities or services. 12
15 CHAPTER-6 REHABILITATION AND RESETTLEMENT (R & R) PLAN Proposed project is located within its owned premises, which is already acquired and there is no habitat. So proposed project proposal does not involve any Rehabilitation & Resettlement. 13
16 CHAPTER-7 PROJECT SCHEDULE & COST ESTIMATES 7.1 TIME SCHEDULE FOR THE PROJECT The implementation of the project will involve major activities like preparation of specification / drawings, issue of tenders, receipt of quotations, scrutiny of tenders, placing of orders, civil & structural construction, delivery & erection of equipment, test trial runs of various items of equipment and commissioning of the plant & equipment and completion of the project will take about 18 months after the necessary clearances are available, and the funding for the project has been tied up. 7.2 ESTIMATED PROJECT COST The total cost of proposed project is estimated Rs Crore. Total capital cost of pollution control measures and environment monitoring equipment will be Rs Crore & recurring cost per annum will be Rs. 0.5 Crore. 7.3 BUDGETORY PROVISIONS FOR EMP Adequate budgetary provisions have been made by the management for execution of environmental management plans. The details of capital and recurring (per annum) budget earmarked for pollution control / monitoring equipment; operation and maintenance of pollution control facilities, for greenbelt development and maintenance. For the coming of this project surrounding area will get developed due to this project and through the Corporate Environmental Responsibility (CER) activities, socio-economic status of the region will also get developed. 15
